RESOLVED, that Summit National Bank-of St. Paul hereby is
_granted a special permit to install, maintain, and operate a
drive =in teller banking facility and to enlarge its existing off -
street parking facility so that the capacity*of the same shall be
,increased to 62 car parking spaces, on the land of said Bank at
and adjacent to the northeast corner of Aurora Avenue and Marion
Street, in the City of Saint Paul, more particularly described
as the west 300 feet of Lot 1, Block 1, Western Area Addition,
according to the plat thereof on file and of record-in the office
of the Registrar of Titles in and for Ramsey County, Minnesota., in
accordance with the plans therefor dated December 6, 1962, approved
by the Board of Zoning December 20, 1962, furnished by Associated
Architects 6 Engineers, Inc., and filed herewith, subject to the
following conditions: that said Bank shall be obligated at all
times to fully indemnify and hold harmless the City of Saint Paul
against liability on account of any and all claims for damages for
injury to person or property resultant therefrom or connected with
said Bank's installation, maintenance or operation of said drive -in
teller banking facility or off - street parking facility, and to pro-
cure and maintain, at all times, and at said Bank's own cost and
expense, public liability casualty insurance coverage indemnifying
said Bank'and said City against liability on account of personal
injuries to the extent of $250,000 for injury to one person and
$500,000 for personal injuries caused by any one accident, and
on account of property injuries to the extent of $100,000 on
account of any single claim and $150,000 on`accountlof any single
accident, and to file evidence of said coverage with the Comptroller
of said City, in approved by the Corporation Counsel.
RESOLVED FURTHER, that said special permit, at all times
shall be .subject to said Bank's proper compliance with all applicable
City ordinances and State Statutes in respect of the installation,
maintenance, and operation of said drive- in.teller banking facility
and off - street parking facility on said premises.

The City Council requested that you prepare a resolution granting the
attached application of James Michael, on behalf of Summit National
Bank, to install and operate a drive -in banking facility and to enlarge
present off-street parking lot to 62 parking spaces on property at the
northeast corner of Aurora and Marion, also described as the west 300 ft.
of Lot 1, Block 1, Western Area Addition, in accordance with plans dated
December 6, 1962, approved by the Zoning Board on December 20, 1962.

Dear Madam:
This is in the matter of the application of James Michael, on behalf of
his tenant'Summit National Bank, to install and operate a Drive -in
Banking Facility and to enlarge his present off - street parking lot to
62 parking spaces. The subject property is located at the northeast
corner of Aurora and Marion Streets and is described as the west 300
feet of Lot 1, Block 1, Western Area Addition.
This property was recently developed with a two -story office building
and parking lot. It has a frontage of 300 feet along Aurora Avenue and
116.92 feet along Marion Street resulting in a site area of 35,076
square feet. the majority of the first floor of the building will be
occupied by the bank, which will have one drive -in teller window on the
west wall of the building. The balance of the first floor will be used
as an insurance office and the second floor will be used for other
various office uses.
Field investigation discloses that the area uses are all commercial and
that this use would be a proper one for this property. The traffic
engineer and Housing and Redevelopment Authority have reviewed this
proposal and recommend approval.
In consideration of the above findings, the Board of Zoning at its
meeting of December 20, 1962,' recommended the granting of this applica-
tion in accordance with Plans dated December 6, 1962.
