That an Order to Abate Nuisance Building(s) was sent to the then laiown responsible parties to correct the deficiencies or to demolish and remove the building(s). 5. That the deficiencies causing this nuisance condition have not been conected. 6. That Neighborhood Housing & Property Improvement has posted a placard on the Subject Property which declues it to be a nuisance condition subject to demolition. That this building has been routinely monitored by Neighborhood Housing & Property Improvement, Vacant/Nuisance Buildings. 8. Q..�?� According to our files, it has been a vacant building since June 6, 2006. The current property owner is Jefyne Bates, per AMANAA and Ramsey county property and taYation records. The city has had to board this building to secure it from trespass. The city condemned this building on May 3, 2006. There have been five (5) SUMMARY ABATEMENT NOTICES issued far: - Removal of tall grass and weeds, - Removal of improperly stored refuse - Secure the building On Octoher 24, 2006 an inspection of the building was conducted, a list of deficiencies which constitute a nuisance condition was developed and photographs were taken. Ordering the owner to remove or repair the building(s) at 66-68 Stevens Street East within fifteen (15) days from adoption of resolution. Mr. Magner stated the building was a two-story, wood frame, duplex on a iot of 6,098 square feet. The building was condemned on May 3, 2006 and had been vacant since June 6, 2006. The vacant building fees in the amount of $250 had not been paid, a code compliance inspection had not been done and the $5,000 performance bond had not been posted. On October 24, 2006, an inspection of the building was done and a list of deficiencies which constitute a nuisance condition was developed. An order to abate a nuisance building was posted on November 6, 2006 with a compliance date of December 1 l, 2006. To date, the owner had done nothing to abate this nuisance. Ramsey County Taxation estimates the market value of the land to be approximately $53,700 and the building to be $124,700. Real estate taxes were current. Code Enforcement estimates the cost to repair the building to be approximately $60,000 to $80,000. The cost for demolition was estimated to be approximately $8,000 to $9,000. There had also been five summary abatements issued to this property: cut tall grass and weeds, remove improperly stored refuse, secure the building and the City had to board the building from trespass. Code Enforcement recommends the building be demolished within 15 days. Tammy Nehmzow, realtor representing the mortgage company, Resmae Mortgage Corporation, stated there were several people interested in purchasing the properiy. The property had been in foreclosure and the redemption period ended December 14, 2006, therefore, the mortgage company was now in possession of the property. She confirmed that the law firm of Wilford & Geske were representing the mortgage company in this matter. Mr. Magner stated this was a case managed property and was condemned in May, 2006 due to nuisance behavior at the property_ Ms. Moermond recommended this matter be laid over to the February 21 Public Hearing provided the following conditions were met by noon on Wednesday, February 7: 1) the performance bond must be posted; 2) the vacant building fees must be paid; and 3) a code compliance inspection must be completed. If those conditions are met, she recommend granting the owner one-hundred eighty (180) days to rehabilitate the property provided the following conditions were met by noon on Wednesday, February 21: 1) obtain a signed purchase agreement with a competent buyer who had the capacity to rehabilitate the property; 2) provide an approved work plan outlining the necessary repairs to the building and timeline for completing those repairs; and 3) provide an approved financing plan outlining the financial wherewlthal to complete the necessary repairs.
