The state law applicable to this Port Authority specifies
that a written report is to be made annually in January
of each year giving a detailed account of its activities
and of its receipts and expenditures during the preceeding
calendar year. Such,a report has of necessity awaited the
completion of the auditing of the accounts of the Port
Authority and in the 30 years of its existence, it has
never been possible for the Port Authority to make its
anfival report within the statutory time limit.
It therefore appears logical that the State Legislature
ALBERT J BRAND be requested to consider an amendment to the statutes
BERNARD T. HOLLAND whereby the period within which the referred to annual

January 31st.

It is requested that your honorable body give your approval
to the proposed amendment so that it may be properly sub-
mitted to the Ramsey County Legislative Delegation and to
the Legislature for consideration. Mr. John Connolly,
Director of Research, has received 50 copies of the proposed
Bill for an Act for the necessary description of it.

PORT AUTHORITY OF THE CITY OF ST. PAUL
TKERE„5s Minnesota Statutes, 1961, Section 458.16 (7) calls for a written
report to be submitted annually in January by the Pont Authority to the
council of the City of St. Paul which report, among other things, is to
contain a detailed account of its receipts and expenditures during the
preceding calendar year and,
WHERMS, such records of account should be submitted only after the same
have been examined and certified to by the Public Examiner of the State
of Minnesota or by competent, recognized, certified public accountants,
and,
WHERMASs experience over the past years has indicated that it has not
been feasible or possible to obtain proper certification of the records
of account prior to the end of January, with respect to the accounting
activities during the preceding calendar year,
NOW THEREFORE RE IT RESOLVED that the Legislature of the State of Minnesota
be requested to amend Minnesota Statutes, 1961, Section 458016 (7) by
striking the requirement for said reports being submitted annually in
January and substituting therefor that such reports be submitted annually
by April 1 of each year,
AND RE IT FUUHER RESOLVED that copies of this resolution, and of the sug-
gested Bill For An Act, be forwarded to the mayor and members of the coun-
cil of the City of St. Paul and to the members of the Ramey County
delegation to the Legislature of the State of Miiinesotao

Amending M.S. 458.16 (7) , Relating
to Annual Reports of Port Authorities
In Cities of the First Class
The referred to section calls for a detailed report, including
receipts and expenditures of a port authority, to be submitted
in writing annually, during the month of January, to cover the
activities during the preceding calendar year.
A principal portion of such a report is the financial activities
and it has proven to be generally impossible to obtain an au-
dited report, prepared by on acceptable C.P.A. by the time speci-
fied. Furthermore, it would not appear to be advisable that such
a formal report include unaudited figures.
It is, therefore, essential to have the period within which this
report is to be made, extended. It is not unreasonable that a
period of three months be allowed for the annual closing of the
books of account of a port authority, the complete auditing of
those accounts by a qualified C.P.A. and the preparing of the
report on the activities and recommendations of such port author-
ity.
It is, therefore, proposed that Section 458.16 (7) be amended to
permit the anz9ual report to be made by April First of each year,
with respect to its activities during the preceding calendar year.
