v WHEREAS, the Commissioner of Finance in office the
beginning of 1934 because of depressed economic conditions
by administrative decision and by agreement with the Ramsey
County officials, the City Clerk, and the City License
inspector set up the escrow account for the purpose of
andling the funds for delinquent tax payments of delinquent
taxes were made to the County when the entire amount was
available, and;
WHEREAS, there has been no activity in this account
for this purpose since 1953, and there appears no apparent
f
need for this-function at the present time, and upon recom-
mendation of the State Public Examiner, and the approval of
the Comptroller, and;
WHEREAS, the statute of limitations has expired for
funds which have not been applied and could not`•'be applied
as per attached list, and;
WHEREAS, the funds will be closed out by crediting the
same to the Miscellaneous Revenue Account and any valid claim
presented by an individual would entitle an individual to a
refund -from Miscellaneous Revenue,
Now, therefore, be it
RESOLVED that the account known as the "Department of
Finance, Special Account No. 10 -50 -050 in the amount of
$853 «39 in the Northwestern National Bank of St. Paul, Minnesota"
be liquidated and transferred to the Miscellaneous Revenue
Account in the General Fund of the City of St. Paul, Minnesota
and the proper City officials are hereby authorized to accomplish
this action.

As regard to your letter of January 15, and the proposed
resolution contained therein, we find the same to be quite
in order and have taken the liberty of preparing final
drafts of said resolution which are attached hereto. We
certainly concur with you that it is an excellent idea to
eliminate useless and unnecessary bank accounts and re-
store the funds, if any, contained therein to use by the
City.
