O'Connell City Clerk Building Dear Madam: This is in the matter of the application of Allan G. Goldberg for a permit to install and operate a 33 car off - street customer parking lot on pro- perty located adjacent to the southeast corner of Dale Street and Rondo Avenue which is described as all of Lots 12, 13 and the west J of Lot 11, and except the south 40 feet, Lots 14 and 15, Block 24, Mackubin & Marshall Addition. The property is zoned commercial. The portion of the tract facing Rondo Avenue is vacant and the portion facing Dale Street is now the yard area of adjoining residences. This is an irregu- larly shaped tract of land having a frontage of approximately 100 feet on Rondo Avenue with a depth of 125 feet, and a frontage of approximately 36 feet on Dale Street with a depth of 78 feet from said street, resulting in an area of approximately 15,500 square feet. To the east and adjoining is commercially classified property which is developed with single and two - family residences; north and across Rondo Avenue is the freeway right -of -way; south and across a public alley are various type residential uses which front on Carroll Avenue; west and adjoining and across Dale Street are commercial uses. The Highway Department has reviewed the proposed parking lot plan which in- dicates two curb cuts on Rondo Avenue and one on Dale Street, and have advised us that no access may be granted to Rondo Avenue because of the requirements of the Bureau of Public Roads. At this time, the applicant's plan does not meet the required standards for off- street parking facilities, nor the recommend- ation of the State Highway Department. The Traffic Engineer has reviewed the proposal and recommends approval subject to the submitting of plans which re- flect the requirements of the Ordinance and the recommendation of the Highway Department. Field investigation discloses no basic objection to the use of the property for off- street parking purposes and it appears that a satisfactory parking lot could be deve bped with one driveway off Dale Street. In consideration of the above factors, the Board of Zoning recommends approval of the application of an off- street parking lot for 33 cars on the above described property subject to the plans and actual construction meeting the requirements of the City of St. Paul and the State Highway Department.
