O'Connell City Clerk Building Dear Madam: This is in the matter of Charles B. Knudsen's 1) appeal to relax the density standards of Chapter 60.24 of the Legislative Zoning Code, and 2) application for a 12 car private off - street parking lot in conjunction with a proposed 11 unit apartment building on property located on the north side of Wynne Avenue between Pascal and Arona Streets which is described as Lots 26, 27, and the easterly 7 feet of Lot 25, Block 1, Lake Park Addition 2nd Division. The property is zoned "CI' residence. Lot 26 is developed with a two -car garage and the balance of the site is vacant with a total frontage of 85.8 feet and a depth of 123.75 feet re- sulting in an area of approximately 10,618 square feet. Because the site is deficient by 382 square feet in the 11,000 square foot requirement, it is necessary to secure Council approval to construct the 11 unit apartment building. The surrounding area uses to the north, east and west are single and two - family residences; south and across Wynne Avenue, at a much lower elevation, is land classified in the light and heavy industry district which is used as an automobile storage yard for new cars in transport. Field investigation discloses no basic objection as the property has been zoned "C" residence since the enactment of the Zoning Code in 1922, and meets all of the requirements with the exception of the density. The relaxation of the density requirement as requested would not have a detri- mental effect on the area uses and would be in keeping with the purpose and intent of the Ordinance. The Traffic Engineer has reviewed the plan which meets the standards for this type of facility and recommends approval. In consideration of the above factors, the Board of Zoning recommends 1) the granting of the appeal to relax the density standards as requested, and 2) the granting of the application for a permit for a 12 car private off - street parking lot on the above described property in accordance with plans approved April 25, 1963.
