RESOLVED, that St. Stephanus Lutheran Church be permitted
to install and operate a 21+ -car private off- street parking
facility on Lots 11 and 12, Block 2,' Syndicate No. 3 Addition,
situated on the south side of Blair Avenue between Grotto
Street and St. Albans Street, in Saint Paul, in accordance with
plans approved April 25, 1963, subject to compliance with the
provisions of all ordinances governing the operation of parking
lots and to the condition that the sidewalk abutting said premises
be kept clean and free of ice and snow at all times.

Dear Madam:
This is in the matter of the application of the St. Stephanus Lutheran
Church for a permit to install and operate a 24 car private off - street
parking lot on property located on the south side of Blair Avenue between
Grotto and St. Albans Streets which is described as Lots 11 and 12,
Block 2, Syndicate # 3 Addition. The property is zoned "B" residence.
One single - family residence has been removed from the site and a second
residence will be removed for the proposed parking lot. The subject pro-
perty has a frontage of 80 feet and extends to a depth of 124.5 feet,
resulting in an area of 9,960 square feet. The surrounding area uses are
single - family residences with the exception of the parcel south and
across a public alley where the church is located.
Field investigation discloses no basic objection as there is a need for
off -street parking in conjunction with various church functions. The
Traffic Engineer has approved the plan which meets the standards for this
type of facility.
In consideration of the above factors, the Board of Zoning recommends the
granting of the application for a 24 car private off -street parking lot
on the above described property in accordance with plans approved April
25, 1963.
