RESOLVED, That Frank L. Madden be hired and appointed
as Executive Secretary of the Council Advisory Committee on
Bond Expenditures, at a salary of $540.00 per month, such
employment to be on an annual basis, commencing June 1, 1963,
and the proper City officers are authorized, in behalf of the
City of Saint Paul, to make, execute and deliver a written

agreement with said Frank L. Madden, in accordance with the
terms hereinabove set forth.

8 Expenditures reports sales of,School and
General Improvement bonds, authorized under
the Second United Civie Improvement Bond
Issue of November 3, 19539 in amounts total-
ing $38,956,000.
As of January 1, 19639 the unexpended balances
in allocated bond funds amounted to $7,275,262.68.
in cash and investments.
Among the uncompleted projects, major operations
such as the Short Line Route, Sewer work, and the
Civic Educational Center is moving forward substant-
ially in this, the 1963 construction season. The
detailed financial report on all authorized projects
will be available June 30, 1963.
As the work of the Second United Civic Improvement
program proceeds and approaches full completion
your committee will compile a comprehensive history
of the entire undertaking. Such a work may be help-
ful in establishing sound guidelines for preparation
and procedures for orderly priorities and controls
In future capital fund expenditures.
Your Committee respectfully requests that the services
of Frank L. Madden, Executive Secretary, be renewed and
extended for one year, commencing June is 1963, upon
the same terms and conditions respecting dut1tes and
salary as those contained in the present subsisting
contract agreement.
