RESOLVED, that Highview Nursing Home, ne. be permitted to
install and operate a 37 -car off - street parking facility in conjunction
with the proposed 52--bed nursing home to be constructed on-property
east of Western Avenue
located on the south side of Irvine Avenue and the north side-of
Pleasant Avenue east of Ramsey Street, in Saint Paul, more particularly
described as Lots 23, 24, 25, 26, 29, 30 and the north one -half of the
vacated alley adjoining Lots 25 and 26, and all of the vacated alley •
adjoining Lots 23, 24, 29, 30, Block 86, Dayton & Irvine's Addition
in accordance with revised plans therefor dated May 8, 1963, hereby
approved and filed herewith, subject to compliance with the provisions
of all municipal ordinances and State statutes and rules and regulations
of public authorities having cognizance.

This is in the matter of the Highview Nursing Home Inc.'s 1) appeal
to construct and operate a 52 bed nursing home and 2) application for
a permit to install and operate a 37 car off-street parkin 1 t cc � -
ory to same on property located on the south side of IrvT ee e� an
the north side of Pleasant Avenue east of Ramsey Street which is
de-
scribed as Lots 23, 24, 25, 26, 29, 30 and the north one -half of the
vacated alley adjoining Lots 25 and 26, and all of the vacated alley
adjoining Lots 23, 24, 29, 30, Block 86, Dayton & Irvine's Addition.
On March 23, 1963, Lots 23 thru 26 were rezoned to "C" residence;
Lots 29 and 30 have been zoned commercial since 1922.
This is a vacant, "L" shaped tract of land having a frontage of 240
feet on Irvine Avenue and 120 feet on Pleasant Avenue with an area
of approximately 54,032 square feet. There are a few residences in
the area, and south and across Pleasant Avenue is a dry - cleaning
pickup station.
Field investigation discloses no basic objection to the proposal which
would be compatible with the uses in the area. The Traffic Engineer
has approved the plan which meets the standards for this type of
facility. Recommendations of approval from the St. Paul Bureau of
Health, State Fire Marshall's office and City Architect's office have
been received subject to meeting all code requirements.
In consideration of the above factors, the Board of Zoning recommends
1) the granting of the appeal to construct and operate a nursing home,
and 2) approval of an off - street parking facility for 37 cars on the
above described property in accordance with plans approved April 11,
1963 and as reflected in the revised plans dated May 8, 1963.
