RESOLVED, that, pursuant to the pertinent appeal and
pertinent application by Early American Life Insurance Association,
under the Zoning Code, said appellant- applicant, as owner of the
subject premises situate in the City of Saint Paul,, described as
follows: except part taken for Fort Snelling Bridge approach, the
west 60 feet of the south one -half of Lot 3 and all of Lot 4,
Block-11, Homecroft Addition, hereby is granted a permit to install
and operate a 15 -car capacity off - street parking facility on said
premises which are located at the northeast corner of West Seventh
Street and Norfolk Avenue, and the building line of said premises
in respect of Norfolk Avenue shall be coincident with the line of
said Norfolk Avenue upon which the same abut, and the provisions
of said Zoning Code hereby are determined and varied, as and to
the extent necessary, for the granting of said permit and the
establishment of said building line, provided that said parking lot
shall be installed and maintained in accordance with the approved
plans therefor herewith filed, and in accordance with all applicable
municipal ordinances, State statutes, and rules and regulations of
public authorities having cognizance.

This is in the matter of the Early American Life Insurance Co.'s 1) appeal to es-
tablish a zero (0) foot building line on Norfolk Avenue and 2) application for a
permit for a 15 car off - street parking lot on property located at the northeast
corner of West Seventh Street and Norfolk Avenue which is described as follows:
except part taken for Fort Snelling Bridge approach, the west 60 feet of the south
one -half of Lot 3 and all of Lot 4, Block 11, Homecroft Addition. The property is
zoned commercial and has been since December 20, 1950. _
,The property is now being used as a parking lot as it formerly was part'of a park-
ing lot accessory to a restaurant now removed because of the highway. The applicant
desires to revise the parking layout for the purpose of providing off - street parking
in conjunction with its insurance offices across the street. It is requested that
the 15 foot parking lot setback required from Norfolk Avenue be eliminated to pro-
vide full utilization of the property as the site is irregular in shape and the
required setback would materially affect the number of cars which could be parked
on the property. The property has a frontage of approximately 100 feet along-the
north side of Norfolk Avenue and extends north to a depth of approximately 133 feet.
It also has a frontage of approximately 150 feet on the service road of the highway
which results in a site area of approximately 8,313 square feet. To the west and
north adjoining is the recently constructed Highway # 5; to the south and across
Norfolk Avenue is the applicant's insurance office building; east and adjoining for
the remaining part of the block are several single - family residences which maintain
a setback from Norfolk Avenue of approximately 30 feet. The normal setback for a
parking lot on this site is 14 feet, and in order to construct the parking lot with
a setback of zero (0) feet, it is required to obtain Council approval. Several of
the property owners in the block have, in writing, acquiesced to the requested re-
laxation, and their letters are attached.
Field investigation discloses no objection to the use of the property for off- street
parking purposes as there is need for additional off-street parking in this immed-
iate area. The relaxation of the parking lot setback from Norfolk Avenue would not
have a detrimental effect on the adjoining residences to the east as this lot is
used only on week -days and only during the daytime. Adequate screen planting will
be provided along the east property line of the subject property. The Traffic Engi-
neer has approved the plan which meets the standards for this type of facility.
In consideratinn of the above factors, the Board of Zoning recommends 1) the grant-
ing of the relaxation of the parking lot setback to zero (0) feet, and 2) the
granting of the permit for a 15 car off - street parking lot in accordance with
plans approved April 11, 1963.
