O'Connell City Clerk Building Dear Madam: This is in the matter of the application of the Roberts Construction Company for a permit to install and operate a 59 car off-street park- ing lot in conjunction with two 29 -unit apartment buildings to be erected on property located at the northwest corner of Carroll Avenue and Wheeler Street which is described as except the west 20 feet, Lot 8 and all of Lots 1 thru 5, and 9 thru 11, Block 4, Quinby Park, Also Lot 1, Block 5, Lovering Park and that part of vacated alley lying between a line which is 20 feet east of and parallel to the west line of Lot 8 extended north to the south line of Lot 3, Block 4, Quinby Park and the easterly line of Lot 11 extended north to the southeast corner of Lot 1, all being in Block 4, Quinby Park. This property was rezoned to "C" residence on November 18, 1961. The site is vacant, at the street grade of Carroll Avenue and Wheeler Street, and is irregular in shape consisting of ten platted lots and a portion of a vacated alley. The subject property has a frontage of 180 feet on the north side of Carroll Avenue and 212.3 feet on the west side of Wheeler Street, resulting in an area of approximately 58,380 square feet. To the north and adjoining is the Chicago, Mil- waukee, St. Paul and Pacific Railroad right -of -way and trackage, all of the other area uses are single - family residences. Field investi- gation discloses no basic objection to the proposal. The Traffic Engineer has approved the plan which meets the standards for this type of facility. Access to the,parking lot will be off from Wheeler Street. The proposal meets h d e standards for density and building ground coverage. In consideration of the above factors, the Board of Zoning recommends the granting of the permit for a 59 car private off - street parking lot on the above described property in accordance with plans approved April 11, 1963. It is a manace to their lives from a safety standfoint. We also think there is not enouth area for two 29 unit apartment buildings and a 59 car parking lot.with just one entrance and exit.. We propose that Wheeler Avenue be graded and then be used as an entrance and exit.
