That the Zoning Code, Chapters 60 to 64, inclusive, of the Saint Paul Legislative Code, pertain- ing to Use Districts, Height Districts and Rezoning of certain properties in the City of Saint Paul, as amended, be and the same is hereby further amended so as to rezone the following described property from "A" Residence District to "C" Residence District, to -wit: Lots 16 and 17, Block 7, Rice Street Villas, according to the plat thereof on file and of record in the office of the Register of Deeds-in and for Ramsey County, Minnesota, being located at the northeast corner of Hoyt Avenue and Woodbridge Street. We bought our homes with the understanding this property was to remain Class A Residential. An apartment building here would increase traffic and noise and would endanger our children of whom most all are small. It would also decrease the value of our property. There would be ten families on an area where there are now only one or two. This would crowd too many families into arsmall area and create congestion. The site is vacant and it is proposed to develop it with an apartment building. The subject property has a frontage of 82.3 feet on the east side of Woodbridge StreEt and 124.6 feet on the north side of Hoyt Avenue resulting in an area of approximately 10,254 square feet. North and adjoining is a single - family residence and farther to the north are single - family residences under construction; east and ad- joining is a recently constructed single - family residence which fronts on Albemarle Street; west and across Woodbridge Street is vacant pro- perty; northwest and across Woodbridge Street is a single- family residence; to the south and across Hoyt Avenue is vacant land. Field investigation discloses that the reclassification of this pro- perty would constitute "spot zoning" and would permit a use which would be incompatible with the existing uses in this block. The character of the block is well established by the existing single - family residences and the rezoning as proposed would have a detri- mental effect on the area. The Proposed Land Use Plan indicates the highest and best use of the land is for single and two - family residences.
