a copy of which report is hereto attached and hereby made a
part by reference, it being the recommendation of said
Commissioner that such a study as outlined in said pro - --
posal is desirable, not only in view of the insufficiency
of the City's staff, but in view of the fact that Public
Administration Service, a nonprofit corporation of the State
of Illinois, has sufficient staff, reference material and
other technical resources necessary to make the proposed
study, the proper City officers may be and hereby are au-
thorized to execute that particular contract for manage-
ment consulting services, between the City of Saint Paul
and said Public Administration Service, which contract is
hereto attached and made a part hereof by reference; and
RESOLVED FURTHER, that upon submission of the
monthly statements eferred to in said contract, as ap-
proved by the Commi sioner of Public Works, the Comptroller
of the City of Sain Paul is authorized hereby to make the
.Y� disbursements,of the amount set forth in said statements,
thirty (JO) days after authentication and submission thereof,
said disbursements to be charged to Public Works Administra-
tion 10 -A -4 Account.

RESOLVED, That pursuant to the proposals of the
Public Administration Service, dated April 23, 1963, and

a copy of which report is hereto attached and hereby made a
part by reference, it being the recommendation of said

5. Review the adequecy of the Denartment's
methods and procedures in developing long -
range ;Manning and assuring maximum coordina
tion amongg the various bureaus, divisions,
and functious of•the Department, and between
the Department and such outside agencies as
the Minnesota State Highway Department, the
St. Paul Port Auth6rity, the Housing and
Redevelopment Agency, and others.
6.
Prepare and submit reports, every four weeks
from and after the date of this contract, ir
not less than 10 copies, setting forth find -
ings, conclusions and recommendations at the
time of said report; and further that a fina.L
report in not'less than 25 copies will be'
submitted to the Commissioner of Public Works
containing specific and actionable recommenda-
tions of the above Items 1 through 5; the
recommendations will not, however, extend to
the specific forms, sanuala, and other details
which would be encompassed in an installation
project, nor will the study extend to judgments,
on matters of a purely engineering nature or
to engineering practices and standards.
7. PAS agreeg to furnish the services outlined
above for a sum not to exceed•$121000. PAS
agrees to furnish the City each month invoices
setting forth the number of staff days devoted
to the project, the per diem rates applicable
to each staff member, actual transportation
costs, and other direct project expenses in-
curred, and the total amount due in connection
with services rendered during the south. PAS
also agrees to complete the work described
herein, including the submission of its final
report, within four months of the date of
this contract,.and to furnish inteft reports
as may be necessary and mutually agreeable.
B. In consideration of the agreements on the part of
PAS, the City agr9es to:
1. Provide necessary office space, facilities,
and office equipment and local transportation
for the PAS staff.
2. Arrange for full cooperation by the City's
officials and employees, including access to
such records and other infor;-L9 tion needed by
PAS to carry out the work set forth above,
and prompt decisions on matters affecting the
progress of the work.
3. Pay PAS, within thirty days after submission
of monthly statements referred to above,
amounts due for service rendered.
