WHEREAS, Govennor Rolvaag has by proclamation designated
June 1963 as.Government Employees' Month, which proclamation
bespeaks the necessity of'survival courses being presented to
government employees; and
WHEREAS, it is the desire of the City of Saint Paul
to cooperate with the survival program as promulgated by the
government of the United States and implemented by the govern -
ment,of the State of Minnesota and the Bureau of Civil Defense
of this community; and
WHEREAS, the Department of Education of the State of
Minnesota and the Ddpartment of Education of the City of Saint
Paul are sponsoring and teaching survival courses, which courses
are designed to be conducted for 2J- hours per day for five con-
secutive days; and
WHEREAS, scheduling of these courses will be done
through the auspices of the Saint Paul Department of Education
and the various and individual City departments,
Now, Therefore, be it
RESOLVED, That the City Council does hereby approve
of employees of the City of Saint Paul attending survival courses
jointly sponsored by said Department of Education and Bureau of
Civil Defense and to that end does hereby authorize department
heads to allow selected employees to attend such survival courses
for 2J- hours per day to a maximum of five consecutive days; and
RESOLVED FURTHER, that said Department of Education
and all other departments and bureaus of the City of Saint Paul
will cooperate in effectuating the purpose of the survival courses
and providing such time as is available without serious disruption
of operations in order to comply with the spirit of this resolution.

One of the urgent needs of local and Stake government in Minnesota
is a better understanding of functions of government in an emergency,
especially during a nuclear attack. The Minnesota Department of
Education and the Minnesota Department of Civil Defense have devel-
oped a plan to meet this need.
June has been selected as Government Employees' Month. The objective
of this plan is to enroll 10,000 government employees -- municipal,
county, State and Federal --in a 12 -hour course of instruction to be
taught during business hours. Each employee of government should
have an understanding of functions of his government, especially
during a nuclear attack; a knowledge of the basic principles of
personal and community protection; and the ability to assume his
responsibilities during such an emergency.
As the Governor, I concur with the statements that have been made by
President Kennedy and officials of the Department of Defense that
our Nation must do a great deal during times of relatively little
international tension to strengthen our non - military defense. We
in Minnesota wish to do our part; therefore, I urge all elected
officials to support the plans and objectives of this educational
effort, and I recommend that employees at all levels of government
enroll in the Survival Courses. To enable you to accomplish this
immediately, a sample motion is enclosed for your adoption.

WHEREAS, The likelihood of a nuclear attack remains a real threat
which imperils the lives and property of our citizens, and
WHEREAS, State, county, and municipal governments and all their
employees need education which teaches principles of
personal and community protection from fallout, the role
of government in an emergency, and prepares the employee
to assume his civic and family responsibilities in an
emergency, and
WHEREAS, Karl F. Rolvaag, Governor of the State of Minnesota, has
proclaimed the month of June as Government Employees4
Month, and has urged our support,
NOW FORE, Be it resolved by the
Board of County Commissioners of County

government employees shall complete the Survival Course
during business hours in the month of June as scheduled
by the county and local civil defense directors in
coordination with the Survival Course teachers from the
public schools and consultants from the State Department

SUMMARY OF SURVIVAL COURSE OBJDCTIVES AND CONTENTS
The Minnesota State Department of Education is engaged in a public education and
information program, (federally financed) which offers a free twelve -hour Survival
Course. On this page is listed the lesson titles and topics included in the five
lessons, each two and one -half hours long. The Adult Education Civil Defense program
makes it possible to train teachers, most of whom are from the Minnesota public
schools; to provide without charge a student manual and other government publica-
tions; and to partially reimburse the echool districts for administrative and
instructional costs.
The purpose of the course is to alert Minnesota adults to their need for pre-
paredness; to give them knowledge about the present state of national non - military
defense measures; to teach the basic principles of personal and community protection
against effects of nuclear weapons; and to give them experience in planning so they
can protect themselves, their families, and to assume their responsibilities in time
of emergency.
Lesson I. A World View: A world view requires that we understand the nature of the
Communist threat; that we examine American vulnerability; that we understand the
premises upon which attack expectation and non - military defenses are based; that we
understand and accept the concept of civil defense; and that we consider the dilemma
of disarmament.
Lesson II. Nuclear Weapons: The characteristics of nuclear weapons, their size or
amount of energy; the effects of light and heat and. blast and shock at ground zero
through damage zones A, B, C, D; the nature of fallout and its effects upon people,
animals, crops, fresh and packaged foods; and the rate of fallout decay.
Lesson III. Protective Measures: The first protective measure is personal under-
standing of the local warning signals, the detection and warning system; the second
is personal knowledge of what civil defense laws, both federal and state, are designed
to do (includes civil defense organization, responsibilities and the role of govern-
ment in an emergency); the third is the concept of mobility and dispersal of people;
the fourth is the program of community shelters; the fifth is private or home
shelter; and the sixth is knowing how to use Radef instruments like dosimeters, rate
meters, chargers and survey meters.
Lesson IV. You and Shelter Living: The principles of fallout shelter construction;
understanding "Protection Factor "; and the needed shelter equipment and supplies,
both private and public.
Lesson V. You and Shelter Living: The principles about decontaminating the human
body, fresh and packaged foods; studying emergency sanitation measures; reviewing
home protection exercises, first aid, alternate family relocation sites; discussing
Minnesota natural disasters; reviewing other related courses and community actions
such as post - shelter plans, rationing, keeping a money economy, decontaminating
streets, machines, et cetera. Certificates are awarded to those who attend 12 hours.
