RESOLVED, upon due consideration of the application therefor by
Jamgs R. Riley Construction Corporation, as owner of the subject premises
situate in the City of Saint Paul, a permit hereby is granted unto said
applicant for the establishment, maintenance, ajid operation of a 23 -car
capacity off - street parking facility in conjunction with a proposed
23 -unit apartment building on the following described premises:
The West 237 feet of Lot 16, Block 5, Hillsdale
Addition, according to the plat thereof on file
and of record in the office of the Register of Deeds
in and for Ramsey County, Minnesota;
situate at the northeast corner of Duluth Street and Lawson Avenue extended,
subject to compliance with the approved plans therefor, a copy whereof is
filed herewith, further subject to said applicant's compliance with all
municipal, state, and federal laws and rules and regulations of federal
authorities applicable to such use of said premises; and further subject
to said applicant's obligation hereunder to grade and improve the public
alley adjoining said premises for the distance necessary, as detdrmined by
the Commissioner of Public Works, to provide satisfactory access between said
premises and Duluth Street, a public thoroughfare in the City of Saint Paul;
and
RESOLVED FURTHER, that such grading and improvement of said
adjoining public alley shall be performed at said applicant's own cost
and expense, under the supervision and subject to the approval of said
Commissioner of Public Works.

The City Council requested that you prepare a resolution granting the
attached application of ,Tames R. Riley Construction Corporation for
permit to install and operat ®a 23-car private off-street parking
lot in conjunction1 with a proposed 23 unit apartment building to be
constructed at the northeast corner of Duluth St. and Lawson Ave.,

Dear Madam:
This is in the matter of the application of the James R. Riley
Construction Company for a permit to install and operate a 23
car private off - street parking lot in conjunction with a proposed
23 unit apartment building to be constructed on property located
at the northeast corner of Duluth Street and Lawson Avenue extended
which is described as the west 237 feet of Lot 16, Block 5, Hills-
dale Addition. The zoning is light industry.
The site is vacant and has a frontage of 76.2 feet on the east
side of Duluth Street extending to a depth of 237 feet, resulting
in an area of approximately 23,024 square feet. South and adjoin-
ing is a city playground; north and across a public alley and
fronting on Cook Avenue are several single - family residences; east
and adjoining is vacant land classified in the light industrial
district; west and across Duluth Street is a single - family residence
which fronts on Lawson Avenue.
Field investigation discloses no basic objection as it is more
desirable to have this property developed for residential purposes
than for industrial use for which it is classified. The Traffic
Engineer has approved the plan which meets the standards for this
type of facility subject to the applicant grading and improving
the adjoining alley for the neEessary distance to provide satisfactory
access from Duluth Street. The proposal meets the required standards
for density and building ground coverage.
In consideration of the above factors, the Board of Zoning
recommends the granting of the application for a permit to install
and operate a 23 car off- street parking lot on the above described
property in accordance with plans approved April 11, 1963.
