Dear Madam:
This is in the matter of the application of John Sullivan for a permit
to construct and operate a 46 car off- street parking facility accessory
to two proposed 23 -unit apartment buildings to be constructed on pro-
perty located at the southwest corner of Osceola Avenue and Dunlap Street
which is described as Lots 1 thru 8 inclusive, Block 5, St.Clair Street
and Short Line Addition Plat # 2. On August 24, 1963 the subject property
was rezoned to "C" residence.
This is an irregularly shaped tract of land with a frontage of 236 feet on
Dunlap Street and 249.11 feet on unimproved Osceola Avenue; the dimension
along the south property line is 166.55 feet; and the area of the property
amounts to approximately 49,047 square feet. North and across unimproved
Osceola Avenue is a single- family residence which fronts on Dunlap Street;
east and northeast across Dunlap Street are single - family residences which
front on Dunlap Street as well as Osceola Avenue; directly south and ad-
joining is a recently constructed 23 unit apartment building; west and
adjoining at a grade which is approximately 20 feet below the subject pro-
perty is the Chicago, Milwaukee, St. Paul and Pacific Railway right -of -way
and trackage as well as the Short Line roadway right -of -way. Field in-
vestigation discloses no basic objection as the property was rezoned for
this purpose. The proposal meets the required standards for density and
building ground coverage. The Traffic Engineer has approved the plan
which meets the standards for this type of facility.
In consideration of the above factors, the Board of Zoning recommends
the granting of the application for a permit for a 46 car off- street
parking facility on the above described property in accordance with plans
approved September 5, 1963.
