1 WHEREAS, the City has enacted an interim ordinance and initiated a zoning study of the
2 Central Comdor TOD to make recommendations for changes to the City's zoning ordinances in
3 order to encourage new development in the Central Corridor TOD; and

5 WHEREAS, with the exception of the area azound the intersection of Dale and University, the
6 vast majority of property along University Avenue between Lexington and Marion is presently
7 zoned B3 which specifically limits building heights to three (3) stories unless the building is
8 setback from all setback lines by formula set forth in Leg. Code § 66.431, note (1); and

WHEREAS, it is the desire of the Council of the City of Saint Paul that the present B3 zoning
height limits remain in effect along University Avenue between Lexington and Marion for those
properties zoned B3 in order to protect the historical chazacter of building scale in this
neighborhood;and
WHEREAS, the Council would consider a height limit of four (4) stories for buildings at the
corners of each block face provided that the height limits for buildings on interiar lots for these
block faces remain at the current B3 height limits;
NOW, THEREFORE, BE IT RESOLVED, that the Council of the City of Saint Paul hereby
requests the planning commission to incorporate the present B3 building height limits along
University Avenue between Lexington and Marion into any new zoning recommendations
contained in the Central Corridar TOD zoning study subject to the exception for building heights
at the corners of block faces.
