60 TO 649 INCLUSIVE, OF THE SAINT PAUL LEGISLA-
TIVE CODE, PERTAINING TO USE DISTRICTS, HEIGHT
DISTRICTS AND REZONING OF CERTAIN PROPERTIES IN
THE CITY OF SAINT PAUL, AS AMENDED. THIS IS AN
EMERGENCY ORDINANCE RENDERED NECESSARY FOR THE
PRESERVATION OF THE PUBLIC PEACE, HEALTH, AND
SAFETY.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That the Zoning Code, Chapters 60 to
649 inclusive, of the Saint Paul Legislative Code, pertain-
ing to Use Districts, Height Districts, and Rezoning of
certain properties in the City of Saint Paul, as amended, be
and the same is hereby further amended so as to rezone the
following described property from "B" Residence District to
"C" Residence District, to -wit:
Lots 10 and 11, Block 3, Alabama Addition
No. 2, St. Paul, Minn., according to the
plat thereof on file and of record in the of-
fice of the Register of Deeds in and for
Ramsey County, Minnesota, being located on
the north side of Atwater Street between
Western Avenue and Farrington Street. _
Section 2. This ordinance is hereby declared to
be an emergency ordinance rendered necessary for the preserva-
tion of the public peace, health and safety.
Section 3. This ordinace shall take effect and
be in force upon its passage, approval and publication.

Dear Madam:
This is in the matter of the petition of William C. Reeves to rezone
from "B" to "C" district property located on the nortb side of Atwater
Street between Western Avenue and Farrington Street which is described
as Lots 10 and 11, Block 3, Alabama Additio% 2, eL.J-,67a, ) U4,o.
On July 26, 1963, the Commissioner of Finance reported the petition
sufficient with the owners of 11 of a possible 16 (68.7570) tracts of
land witbin the prescribdd 100 foot radius having signed the petition.
The site which is vacant has a frontage of 77 feet on the north side
of Atwater Street extending to a depth of 124.8 feet resulting in an
area of approximately 9,609 square feet. No definite proposal has
been submitted for the development of the property. The surrounding
area uses are vacant land and single- family residences. Field investi-
gation discloses no basic objection to the proposed reclassification
as the property on the south side of Atwater Street is zoned light
industry, and an apartment development on the subject property would
provide a transitional use between the industrially zoned land and the
single - family development to the north. The proposed Land Use Plan
indicates this property best suited for apartment development.
In consideration of the above factors, the Board of Zoning recommends
the granting of the petition to rezone the above described property
to a "CL' residence district.
