WHEREAS, the County of Ramsey and the City of Saint Paul,
Minnesota, realizing the importance of conserving', holding and
acquiring of open space land for recreational use in order to
take care of the ever increasing demand for such spaces; and
WHEREAS, the-County of Ramsey consists of 109,440 acres,
and the City of Saint Paul comprises 35,481 acres, making it
a sizeable portion of the entire county area; and
WHEREAS, the total population of Ramsey County is approximately
422,000 as-indicated in the 1960 federal census, and Saint Paul
is approximately 313,000 of this total; and
WHEREAS, in 1961, 78 per cent of the total real estate
taxes of the County of Ramsey were -paid by the residents of
the-City of Saint Paul; and
WHEREAS, the County of Ramsey has contracted for professional
services with the City Planning Board; and
WHEREAS, the following operations are jointly entered
into by the County of Ramsey and the City of Saint Paul: .
Detention and Corrections Authority; Ancker Hospital; City Hall
and Court House; the Land Commissioner; Department of Welfare;
and Department of Purchasing; and
WHEREAS the7Mayor of the City of Saint Paul has an additional
assigned duty as President of the County Board; and
WHEREAS, the County of Ramsey and the City cf Saint Paul
have cooperated in the extension and development of the Battle
Creek area which is within the corporate limits of the City of
Saint Paul, and for which federal funds have been provided to
assist in the land acquisition program;and
WHEREAS, Lake Phalen is located partially in the City of
Saint Paul and partially in the County of Ramsey, and control and

operation of this lake is coordinated between the two governmental
bodies; and
WHEREAS, the City of Saint Paul and the County of Ramsey
have heretofore, pursuant to the provisions of Minnesota Statutes
Annotated, See. 471.59, designated, Joint Exercise of Power,
entered into cooperative agreements between said City and said
County whereby said City and t�7 by such agreements exercised
cooperatively powers common to each of them but which could not
have been exercised jointly in the absence of the authority
conferred by virtue of the provisions of M.S.A. Sec. 471.591
now, therefore, be it
RESOLVED, that the County of Ramsey and the City of Saint
Paul, Minnesota, do, within the limitations of the statutes of
the State of Minnesota, hereby enter into a cooperative relation-
ship for the interchange of services to include planning,
acquisition, development and operation of recreational spaces
wherever feasible and each governmental unit designate the
Recreation Committee of the County Board and the Department of
Parks and Recreation and Public Buildings of the City of Saint
Paul, to establish this coordination and cooperative effort,
and that whatever transpires as the result of same, shall be
brought before each of the parent bodies for final consideration.
Each such proposal shall be handled individually for consideration
by the two governmental units. Also, that the County of Ramsey
and the City of Saint Paul shall consult with the Metropolitan
Area Planning Commission to coordinate its efforts with the
Metropolitan Area Land Use Program.
