R -25, dated August, 1963 "; together with a statement of the method COUNCILMEN Adopted by the -Council 19— Yeas Nays Dalglish Holland Approved 19— Loss Tn Favor Mortinson .Peterson Mayor Against Rosen Mr. President, Vavouli`s 10111 8-02 - 2 - 214613 proposed for the financing of such Redevelopment Project and the written opinion thereon and approval of the same by the Planning Board of said City of Saint Paul and other pertinent data, said Redevelopment Plan and maps, charts and other details of the same being on file in the office of said City Clerk and in the office of said Housing and Re- development Authority of the City of Saint Paul, Minnesota, subject to inspection during regular business hours, the same, by reference, hereby are incorporated herein and made part and parcel hereof with the same intent, purpose and effect as if said documents and all of the same were fully set forth herein; tha t pursuant to Section 462.5219 Minnesota Statutes Annotated, this Council hereby determines and pro- vides that it shall hold a public hearing on said proposed Redevelopment Plan and said proposed Redevelopment Project for said Cathedral Area, presented by said Housing and Re- development Authority of the City of Saint Paul, Minnesota, as aforesaid, and that said public hearing thereon shall be held before this Council in the Council Chambers in the Court House at the C of Saint Paul, Minnesota, on the 24th day of September, /a � 6:00-o'clock A.M.; t&Lt, upon said public hearing a nd definitive of the purpose of the same this Council shall consider said Redevelopment Plan for said Cathedral Area and said Redevelopment Project thereby proposed and, among other things, determine whether or not this Council's Resolu- tion thereat to be considered shall be adopted approving said Redevelopment Plan and said Redevelopment Project and permitting said Housing and Redevelopment Authority of the City of Saint Paul, Minnesota, ;to undertake an urban renewal project under State and local law with Federal Financial assistance under Title I of the Housing Act of 19499 as amended; to acquire land in the project area; to demolish or remove buildings and improvements; to install, construct or reconstruct streets, utilities, parks, playgrounds and other project improvements and to make land available for develop- ment or redevelopment by private enterprise or public or nonprofit agencies as authorized by law; and, among other things, in connection with said Resolution to be considered at said meeting this Council will determine and make findings accordingly upon the questions whether or not (1) the financial aid to be provided in the contract is necessary to enable the project to be undertaken in accordance with the Redevelopment Plan; (2) the Redevelopment Plan will afford maximum oppor- tunity, consistent with the sound needs of the Locality asp., a whole, for the rehabilitation or redevelopment of the urban renewal area by private enterprise;,(3) the Redevelopment Plan conforms to a general lan for the development of the locality as a whole; and (4Y the Redevelopment Plan gives due consideration to the provision of adequate park and recreational areas and facilities, as may be desirable for neighborhood im- provement, with special consideration for the health, safety, and welfare of children residing in the general vicinity of the site covered by the Plan; ORIGINAL -TO CI TY-CLERK' 1461 CITY OF ST.
