W HEREAS, the City Council authorized this same procedure to determine which non profit organizations
to recommend for funding under the State of Minnesotas Emergency Shelter Grant program; and
WHF,REAS, in July of 2007 the City issued a traditional Request for Proposals which invited eligible non
profits to state how they would use ESG funds to serve Homeless in our city; and
WHF,REAS, the Federal McKinney ESG (Emergency Shelter Grant Funds) are time sensitive and could be
lost to local programs if not allocated and spent in a timely manner, and
WHEKF,AS, on August 22, 2007 a review of funding requests was conducted in accordance with the
approved procedure outlined by the City council for the Emergency Shelter Grant Review Committee (cf
88-39), the following recommendations for funding were made:

Notes from the meeting
E5G RFP Review Committee as established by City resolution (CF 88-39) was convened
at 1:30 PM on August 22, at 25 West 4th Street, St Paul, MN in the small conference
room on floor 13.
There were 19 responses to the RFP/ A minimum of 60 agencies were notified via the
assistance of the City Contracts and Analysis Office. ,
Changes from the previous year.
The funds available increased by $6,000 and for a total of $354,170. Over the course of
the previous months there had been reports of cash flow problems at some agencies.
Increased demand for services seems to have been the primary cause of the increased and
unanticipated expenses for those agencies. At the same time it was noted that State of
MN has increased funding for homeless programs and recent awards have been made to a
number of agencies that have stabilized their economies .
There were $408.000 in requests for funding. One of the previously funded agencies did
not reapply.
General Notes
The missions and service populations of the agencies were discussed briefly in the
context of other available funding. All of the applicants are believed to have faithfully
carried out the tasks that they identify in their applications.
There was an attempt to size the grant recommendations in proportion to the volume of
people that the agency served. lt was recognized that the cost for unit of service was

generally higher in the smaller agencies, but that the range of service was greater on a
"one on one basis'� than that provided in a larger program.
It was decided to fund most agencies at their previous levels as an opening procedure .
Adjustments were made with remaining funds to recognize the increased traffic going
through the Family Place and the St Paul Council of Churches both of which had asked
for increases based on increased demand for service. People Inc has recently benefited
from a revised allocation formula from Ramsey County. That change has greatly
reduced the significance of the previous years ESG grant. They were not re—funded gut
this is not to be interpreted as a commentary on the value of the service. People
Incocporated, Safe Haven remains eligible for future funding should it appear that they
once again need the assistance.
Some time was spent considering whether or not to continue funding the Salvation Army
Booth Brown Youth shelter because of the fact that many of the youth are adjudicated to
their facilities and that funding should come with that. It was pointed out that the same
is true for Ain Dah Jung shelter as well. It was decided that further research needs to be
done prior to future funding cycles in order to clarify the roll of funding programs that
have a connection to the courts.
