Steiner for a permit to install and operate an 18 car private off- street parking lot in conjunction with a proposed 17 unit apartment building to be erected on property located on the east side of Sylvan Street between vacated Hawthorne Street and Maryland Avenue which is described as /Lot 20 except the east 5 feet, Lots 21 thru 24, Block 2, Dawson's Fourth Addition; the south 15 feet of Lots 1, 2, 3, Block 2, Parker & Bailey's Outlots and a portion of Hawthorne Street vacated adjoining said lots./ A portion of the site was re- zoned to "C" residence on June 29, 1963 and the balance has been zoned Light Industry since the adoption of the Legislative Zoning Code in 1922. The site is vacant and has a frontage of 200 feet on Sylvan Street and a depth of 120 feet resulting in an area of 24,000 square feet. North and adjoining is vacant land classified in the light industry district, farther to the north is the Minnesota Plastics plant; east and adjoining is vacant land; to the south and across a platted public alley are several single - family residences which front on Maryland Avenue; to the west and across Sylvan Street and fronting on Hawthrone Avenue are several single - family residences. Field investigation discloses 'no basic objection as the property was re- zoned for this proposal. The Traffic Engineer has approved the plan which meets the standards for this type of facility. The pro- posal meets the standards for building ground coverage and density. In consideration of the above factors, the Board of Zoning recommends the granting of the application for a permit for an 18 car private off - street parking lot on the above described property in accordance with plans approved July 18, 1963.
