with one 17 -unit and one 14 -unit apartment building to be constructed

Ware & Hospes Addition, in accordance with plans approved July 18, 1963,

Dear Madam:
This is in the matter of the application of Richard J. Coverdale for a permit
to install and operate a 31 car private off- street parking lot in conjunction
with one 17 -unit and one 14 -unit apartment building to be constructed on pro-
perty located at the northwest corner of Como Avenue and unimproved Hatch Avenue
wh.ioh i-s' described as Lots 1 thru 6 inclusive,•Block 5, Ware & Hospes Addition.
The property is zoned "C1t residence.
The subject property is vacant and from 15 to 20 feet below the street grade of
Como Avenue and it is proposed to raise it to the grade of the adjoining property
to the west for the proposed development. This is an irregularly shaped tract of
land with a frontage of 278.9 feet on the southerly side of Como Avenue and 182.8
feet on the north side of unimproved Hatch Avenue and 48.1 feet on the west side
of unimproved St. Albans Street resulting in an area of approximately 31,378
square feet. Immediately west and adjoining is a recently constructed apartment
building fronting on Como Avenue; north and across Como-Avenue are several single -
family residences; east and across unimproved St. Albans and fronting on Como
Avenue are single - family residences; south and across unimproved Hatch Avenue
is vacant land zoned light industrial.
Field investigation discloses no basic objection to the proposal which meets
the standards for density and building ground coverage. The Traffic Engineer
approves the plan which meets the standards for this type of facility. Inas-
much as it is proposed to raise the grade of the subject property, it is
necessary to drive piling and construct a bumper - height fence along that part of
the property which adjoins a public alley. This construction is necessary to
retain the earth due to the difference in grade of the subject property and the
alley, and to provide adequate drainage of the parking facility. The applicant's
plan reflects these recommendations.
In consideration of the above factors, the Board of Zoning recommends the grant-
ing of the application for a 31 car off - street parking lot on the above described
property in accordance with plans approved July 18, 1963 as reflected in the
final plans dated August 28, 1963.
