SAFETY.
THE COUNCIL OF TIT CITY OF -SAINT PAUL DOES ORDAIN:'
Section 1. That the Zoning Code, Chapters 60 to 64,
inclusive, of the Saint Paul Legislative Code, pertaining
to Use Districts, Height Districts, and Rezoning of certain
properties in,-the City of Saint- Paul, as amended, be and the
same is hereb further amended so as to rezone the following
described property.from "All Residence District to "C" Residence
District, to -wits: 1
-The south 490 feet Hof the east 2 of the southeast
of Sec. 2, T. 28, R. 22 except the east 679 feet
of the north 388 feet thereof and except the west
30 feet thereof and except the' east 50 feet of

McKnight Road approximately 212 feet north of
the new alignment of Lower Afton Road.
Section 2. This ordinance is hereby declared to
be an'.emergency ordinance rendered necessary for the preserva-
tion of the public peace, health and safety.
Section 3. This ordinance shall take effect and
be in force upon its passage, approval and publication.

Dear Madam:
This is in the matter of the petition of Morton Berland to rezone from "Alt to
it C" residence property located/on the west side of McKnight Road approximately
212 feet north of the new alignment of Lower Afton Road/which is described as
the./south 490 feet of the east J of the southeast J of Sec. 2, T. 28, R. 22
except the east 679 feet of the north 388 feet thereof and excep t the west 30
feet thereof and except the east 50 feet of the south 102 feet. 7,
On July 10, 1963, the Commissioner of Finance reported the petition sufficient
with the owners of 4 of a possible 5 (80 %D) tracts of land within the prescribed
100 foot radius having signed the petition. The site is vacant and is an irreg-
ularly shaped tract of land consisting of 358,158 square feet with a frontage
on the north side of Lower Afton Road of 1,229 feet; 220 feet on the west side
of unimproved McKnight Road and 490 feet on the east side of unimproved Winth-
rop Street. It is proposed to consolidate this tract with the adjoining parcel
on the east which was reclassified to "C" residence on June 4, 1960. The appli-
cant plans to develop the entire site with seven 48 -unit, six - story, elevator -type
apartment buildings and will provide 360 off - street parking spaces for the pro-
posed 336 apartment units. The combined area of the two tracts is approximately
602,158 square feet.
North and adjoining is vacant land classified "A" residence; east and across
McKnight Road in the village of Maplewood is vacant land; south and across
realigned Lower Afton Road is vacant land zoned partly "AI' residence and
partly commercial; west and across unimproved WinthropStreet is vacant land
recently acquired by Ramsey County for park purposes.
The Board of Zoning considered this matter at its regular meeting on August 1,
1963 and recommends the granting of the petition to rezone the above described
property to a "C" residence district.
