O'Connell City Clerk Building Dear Madam: This is in the matter of the application of George L. OsVrand to install and operate a 30 car private off-street parking lot in conjunction with a proposed 30 unit apartment building to be constructed on.property located at the north- east corner of Atlantic Street and E. Lawson Avenue extended which is described as Lot 8, Block 6, Hillsdale Addition. The property is zoned light and heavy industry. ' The site, which is vacant, has a frontage of 97.1 feet on the east side of unimproved Atlantic Street and an average depth of approximately 312 feet, result- ing in an area of approximately 30,914 square feet. To the north and across an unimproved platted alley are the rear yards of several single - family residences which front on Cook Street; to the east and adjoining is railroad trackage classi- fied in the heavy industry district; south and adjoining is a city playground; west and across unimproved Atlantic Street is a single - family residence. Field investigation discloses no basic objection to the proposal because it would be more desirable to have the property developed as proposed than with an industrial use The unimproved public alley adjoining requires grading and surfacing to pro de a proper means of ingress and egress to the parking facility. The Traffic Engineer has approved the plan which meets the standards for this type_ of facility. The proposal meets the required standards for building ground coverage and density. \ In consideration of the above factors, the Board of Zoning recommends the grant- ing of the permit for a 30 car off- street parking lot on the above described property in accordance with plans approved August 1, 1963 subject to the ad- joining alley being improved.
