Re: Soil Investigation
Arch - Pennsylvania- Minnehaha Project
In accordance with your request, we are submitting a proposal for an investigation
of the foundation soil conditions for the Line "A" alignment for the above project.
An investigation was made for the first alignment during the summer of 1962 and
we understand that the specifications for the presently proposed borings will be
substantially the same as for the previous borings. We have received a plot plan
showing the proposed boring locations and a tabulation indicating the suggested
minimum depths for the proposed borings. We have inspected the site and find that
we will be able to get our equipment into most of the boring locations without
difficulty. At several of the locations it will be necessary to hand pull a small
Jetting rig to the boring. We understand that the exact boring locations will be
determined on the site by others. We also understand that the City of St. Paul
will obtain temporary right of entry to the private property and that we will be
responsible for supplying any additional insurance required to protect the property
owners.
According to the tabulation of minimum depths of borings, the field work in-
volves 19 borings,,With a total of approximately 583 feet of borings. Since these
are minimum depths and it may be necessary to take some of them deeper, depending
on the conditions encountered, we have included an additional 150 lineal feet of
boring in our cost estimate as discussed with you.
We would conduct the investigation in accordance with our standard schedule of
fees which are attached.

Based on the work as discussed above, we estimate that the total cost of the field
work would vary between $2400 and $3000, depending on the type of soil encountered
(amount of extremely dense soil, boulders and so on) and the actual difficulties
encountered in checking utilities and setting up equipment at the boring locations.
We understand that we are to prepare Engineering Reports and conduct laboratory
tests if necessary. We estimate that the total cost under items would vary between
$300 and $500, depending on the number of laboratory tests necessary and the amount
of Engineers time necessary to prepare an Engineering Report.
Based on the above discussions, we estimate that the total cost of the investigation
would vary between $2700 and $3500 and guarantee that the total cost would not
exceed $3500.

Specifications for Soil Test Borings
Arch - Pennsylvania - Minnehaha Project s_

1. SCOPE:
The purpose of these borings is to obtain data to aid in the design
of the substructure for the proposed bridges over the Great Northern
Railway, Northern Pacific Railway and Lafayette Road, and information
about the character of soil that may be encountered in the grading of
the proposed roadway.
2. IDEFINITION OF TERMS: r
When the following terms are used in these specifications, their intent
and meaning shall be interpreted as follows:
"City Engineer" - The Chief Engineer of the Department of
Public Works, acting directly or through an engineer duly
authorized by the Cormu- ssioner or the Chief Engineer, such
engineer acting within the scope of the particular duties
assigned to him or the authority given him.
"Engineer" - The company or party who enters into a professional
service agreement with the City of St. Paul to perform the work
of making the soil investigation.
3. INSURANCE AND INDEMNIFICATION: ,
The provision of the City of St. Paul Specifications for Street and ''-
Sewer Construction relating to insurance as set forth in such speci-
fications on pages 1 -13 through 1 -16 are incorporated and made a part
hereof as if fully set forth herein, it being understood that wherever
the'w ° rd "Contractor" appears in such standard specifications, the word
" Enginneer" shall be substituted instead and it being further understood
that the specifications referred tc are the Standard City Specifications
approved by the Council of the City of St. Paul on April 1959, C.F. 192077
as amended and on file in the office of the Commissioner of Public Works
of the City of St. Paul.
The Engineer shall assume all risk of, and shall release, defend,
indemnify and save harmless the Great Northern Railway Company and the
Northern Pacific Railway Company, hereinafter referred to as the "Railway
Companies" and the City of St. Paul from any claim, liability, loss, cost ,
or expense resulting from loss of or damage to the Engineer's property,

to property in its custody, and to property of its employees, agents
and servants, and from injury to or death of the Engineer's agents,
employees and servants while on or about the premises of the Railway
Companies, howsoever caused. The Engineer shall release, defend,
indemnify -and save harmless the Railway Companies and the City of
St. Paul from loss of or damage to property by whomsoever owned, and
injury to or death of any person by whomsoever sustained, caused by
any negligence of the Engineer or any of its employees, agents and
servants, or the joint and concurring negligence of the Engineer, the
Railway Companies and the City of St. Paul.
The Engineer, with respect to the work that he performs, will be
required to carry regular Contractor's Public Liability Insurance in
limits of not less than $250,000 for all damages arising out of bodily
injuries to or death of one person and subject to that limit for each
perm, a total limit of $500,000 for all damages arising out of bodily
inj ies to or death of two or more persons in any one accident, and
regular Contractor's Property Damage Liability Insurance in limits of
not less than $250,000 for all damages arising out of injury to or
destruction of property in any one accident and subject to that limit
per accident, a total (or aggregate) limit of $500,000 for all damages
arising out of injury to or destruction of property during the policy
period, and shall furnish copies of policies of such insurance to the
Railway Companies and the City of St. Paul.
In addition to the above, the Engineer shall provide for and in behalf
of the Railway Companies and the City of St. Paul, insurance protection
to cover liability imposed by law upon the Railway Companies and the
City of St. Paul for damages because of bodily injury to or death of
persons and injury to or destruction of property resulting from the
operations or presence of the Engineer on the work, such insurance
written in the limits as shown below, to be approved by and acceptable
to the City of St. Paul and the Railway Companies.
Individual policies naming each of the parties hereto as the insured
shall be furnished and all policies shall be so written that the insurer
shall have no recourse by subrogation, or otherwise, against the City of
St. Paul and the Railway Companies.
PUBLIC LIABILITY
Bodily Injury $250,000 per person
$500,000 per accident
Property Damage $250,000 each happening
$500,000 aggregate operation
All policies given hereunder shall cover all work performed by the
Engineer in connection with the project. Such policies shall contain
a clause requiring that ten (10) days written notice shall be given to
the City of St. Paul and the Railway Companies prior to cancellation.
All such policies shall be approved by the City of St. Paul and the
Railway Comes as to the insurance company writing the same, the
amount and he fora.

4. WORK To BE DONE:

The Engineer shall furnish all materials and do all work required to
make soil borings at 19 locations. He shall take soil samples at these
locations, make such laboratory tests that may be required and furnish
a written report as described elsewhere in these specifications.
The Engineer shall start the soil borings within 5 days after the
notification to proceed and shall continue to completion without
undue interruption.
5. PERMI'T'S REQUIRED:
The Engineer will be required to enter onto the right -of -ways of various
Railway Companies to carry out his work.
A. Great Northern Railway Company - The City of St. Paul has
obtained the permit to enter onto the right -of -way of the
Great Northern Railway Company. This permit shall auto-
matically expire on December 1, 1963. The Great Northern
Railway Company's Division Superintendent or such other
agent or employee, as designated by the Railway Company,
shall be notified by the Engineer before work or drilling
is started on the Railway property. The method and order
of work and drilling shall be approved by the Railway
Company's Division Superintendent, or such other agent or
employee as designated by the Railway Company, and he shall
Y have the right to discontinue work or drilling if it is
being carried out by improper or unsafe methods.
B. Northern Pacific Railway Company - The City of St.,Paul has
obtained the permit to enter onto the right -of -way of the
Northern Pacific Railway Company. All soil tests shall be
made in such a manner so as not to interfere with or damage
the Northern Pacific Railway Company's tunnels. Five days
advance notice of entry onto the Northern Pacific Railway
S Company's property for the making of test borings shall be
given to the City.
6. UTILITY AND CommuNICATIoN Lims:
The Engineer shall make all arrangements for the location of all under-
ground public or private utilities and or communication lines. He shall .
make all necessary precautions so as not to damage or destroy all such
underground facilities.

RIGHT OF ENTRY ONTO PRIVATE PROPERTY:
Bering holes 5A, 7A, 9A, 11A, 12A and 17A are located on private property
in the Warren and Winslow Addition in the N.W. a of Section 32, Range 22,
Township 29. Boring holes 18A and 19 are located on private property
in Irvine's Addition of Outlots. The City of St. Paul has obtained
temporary rights of entry that will allow the Engineer, Toltz, King,
Duvall, Anderson and Associates and the City of St. Paul, to enter upon
the property with the necessary equipment and drill bore holes and make '
tests of the underground soil.
The Engineer shall supply any additional insurance to protect the
property owner as they may require. Locations of holes and property

The Engineer shall protect from injury, all private property that may
be met with in carrying on the work and in case any property becomes
damaged, it shall immediately be returned to its former condition by
the Engineer.
BORINGS:
The borings shall be made at the locations as shown on the plans and
as staked out in the field by Toltz, King, Duvall, Anderson and Associates.
The borings shall be cased with 2i inch pipe which is cleaned and advanced
by standard jetting methods or with a cleanout tube and without resorting
to rotary methods unless otherwise directed by the City Engineer. Soil
samples shall be taken with a 2 inch O.D. split sampler at least every
22 foot interval for the first 15 to 20 feet and at every 5 feet there-
after, and at each location where there is a change in texture or character
of the soil. The soil sampler shall be driven into the soil with a harmer
of known weight and constant fall.
Borings Nos. lA thru 9A and 14A thru 17A are to be obtained to aid in
the design of the substructure for the bridges. Borings 1A, 2A, 3A
and 9A shall extend to elevation 745 or to 10 feet below a penetration
giving a safety factor of 3 for a friction pile 10 feet long with a 20
ton load,.the lowest elevation is to be used. Borings 4A thru 8A shall
extend to elevation 730 or to 10 feet below a penetration giving a safety
factor of 3 for a friction pile 10 feet long with a 20 ton load, the
lowest elevation is to be used.

Borings 14A thru 17A shall extend to elevation 768 or to 10 feet Wow
a penetraticn giving a safety factor of � for a friction pile 10 feet
long with a 20 ton load, the lowest elevation is to be used. All other
borings are to be obtained for use in the grading of the roadway.
Borings 10A thru 12A shall be 20 feet deep or a minimum of 5 feet below
the dump fill, the lowest elevation is to be used. Boring 13A shall be
38 feet deep or a minimum of 5 feet below the profile grade, the lowest
elevation is to be used. Borings 18A and 19A shall be 20 feet deep.
The City Engineer stall be given an opportunity to review the findings
from these borings and order either added depth or additional holes.
All work and drilling shall be done in a good and workmanlike manner so
as not to interfere with the tracks, operation of trains and c "unication
facilities of the Railway Companies, and will to under the supervision of
Toltz, King, Duvall, Anderson and Associates.
All equipment used in the performance of the work shall be kept a
minimum distance of 20 feet from the centerline of any railroad track.
All joles or depressions made as a result of such testi.ig shall be filled
and eveled to the satisfaction of the property owners. Flagging pro-
tection for the Railway Companies shall be as required by the Division
Superintendent of the Railway Companies.
The Engineer shall furnish a written report which will include the
f of loving :
A. A log of each boring with soil type, based on visual
classification in accordance with the U.S. Bureau of Soils
method of soils classification, standard penetration values
and water level and surface elevation.
B. The reFults of all laboratory tests that might be required to
determine the hearing capacity of the various soils encountered.
C. Engineering recommendations as to the stability and the
bearing capacity of the soil based on laboratory tests and
the soil tests recorded as number of blows per foot required
to drive the sampler into the soil.
D. Estimate of depth to which 36 inch diameter holes can be drilled
without failure of the sides based on engineering evaluation of
data obtained when making soil investigation. This information
to be furnished for Borings No. lA thru 9A.
10. SOIL SA? PLES :

Representative samples cf the various soils shall be delivered to the
City Engineer. The samples shall be in sealed glass containers and
shall be marked for identification and location.
