" SreP�x B�Ko 4 5 6 7 8 9 WHEREAS, Caty Royce, as the executive director of the Community Stabilization Program for 16 years, has been a champion for the rights of ]ow-income and people of color in their fight for affordable housing in St. Paul; and WHEREAS, Caty Royce has fearlessly taken on this City Council and elected officials at all levels in her quest to empower Saint Paul residents to find their own strong voices; and 10 WHEREAS, St. Paul City Councilmembers have never needed to wonder where Caty Royce stands on an issue: she 11 is frank, forthright, irrepressible, and relentless in her pursuit oftruth andjustice; 12 13 WHEREAS, Caty Royce has been a formidable force for positive change in St. Paul, including her efforts to: 14 15 • 16 • 17 18 • 19 20 • 21 22 • 23 • 24 empower tenants to assert their rights through the Tenant Remedies Act; monitor the use of federal funds to ensure they met their highest and best use of helping people improve their lives; ensure the preservation of hundreds of affordable rental units, which otherwise would have been sold as market rate housing; advance the requirement that 20 percent of all housing developed by our city must be affordable to people below 30 and 50 percent of area median iacome; commission the City of Saint Paul Equal Access Audit, arguably the first of kind in the �ation; and never stop reminding people like us to do the right thing; therefore be it 25 RESOLVED, that today, Wednesday, November 28, 2007 - the day that Saint Paul Mayor Chris Coleman and the 26 Saint Paul City Council formally receives the Saint Paul Equal Access Audit -be remembered as Caty Royce Day in 27 the Ciry of Saint Paul; and be it further 28 29 RESOLVED, that we thank Caty Royce for the ]ove, creativity, faith, and dedication that she has invested in making 30 the world a better place, including Saint Paul; and we agree with the sentiments expressed by St. Paul NAACP 31 President Nathaniel Khaliq, when he said of Caty's departure, "IYs going to be one heck of a void to fill."
