PAUL INTER - OFFICE COMMUNICATION March 20, 1963 Commissioner Milton Rosen Department of Public Works City of Saint Paul Dear Commissioner Rosen: 211792 I believe it would be well if you would draw to the attention of the Council the detrimental effect on Saint Paul of a bill which has been introduced in the State Legislature. The bill is identified as H.F. 1077 and relates to the apportionment of Highway User Funds to the State, counties and municipalities of Minnesota. At the present time, the Highway User Tax Fund is distributed 62% to the Trunk Highway Fund, 29% to the counties and 9% to the municipalities of over 5,000 population. The proposed bill would take an initial 5% of the Highway User Tax Fund and given directly to the counties for bridge purposes and then would apportion the remaining 95% on the basis of the 62 -29-9 formula. Consequently, the funds available for the distribution by formula would be 5% less, which 5% loss would then be spread propor- tionately over the trunk highway, county and municipal systems. On the basis of the total Saint Paul apportionment for 1963 of $1,617,289.00 the effect of the proposed bill would be to reduce the Municipal State Aid Funds available for Saint Paul by about $81,000 per year. The reduction of $81,000 per year in funds available to Saint Paul for street improvements is a serious matter. However, the city has received from Ramsey County each year an appropriation from the Road and Bridge Fund and, consequently, it is possible that if the County's share of state -aid is increased, a reasonable part of that increase could be passed on to Saint Paul in the form of increased annual appropriations. The difficulty would be that we have been metic- ulous about using the County's appropriations strictly on county -aid roads. If the $81,000 increment were available to Saint Paul in the form of Municipal State Aid rather than a county apportionment, we would have much greater flexibility in programming improvements and the aid could be used at any point on a much larger system of major streets within the city. After the five percent of the net proceed; of the highway user tax distribution fund has been placed in the county state -aid highway fund, the trunk highway fund shall consist of 62 percent of the not balance of the highway user tax distribution fund as provided in article XVI of the constitution; the proceeds of the sale of any bonds authorized by article XVI of the constitution; money received from the federal government as aid in the construction and maintenance of trunk highways; and any other money otherwise allotted, appropriated, or legislated therefor.
