RESOLVED, That the City Council of the City of Saint
Paul, Minnesota, pursuant to the provisions of Minnesota
Statutes Annotated, Section 462.465, Subdivision 3, as
amended, does hereby amend all that part of Resolution
of this Council, C. F. No. 1992329 describing Site 12
of the Rondo Freeway Sites, Low Rent Public Housing
Project Minn. 1 -5, approved October 7, 1960, and does
hereby approve the following site for said Low Rent
Housing Project, Site 12:
"Site 12 Sanborn's Addition, Block 1,
Lots 1, 2, 3, 5 and 6; Haller's Addition
Block 1, Lots 1, 2, 39 4, and 5."

As a part of Low Rent Housing Project Minn. 1 -5, the Housing and Redevelopment
Authority of the City of Saint Paul, Minnesota, has undertaken construction of
several scheduled housing units located at Marshall Avenue and Victoria Street
in the City of Saint Paul. The Authority has been concerned about the inadequacy
of overall area available for play by the children who will be living in the
dwelling units and has, for some time, been attempting to obtain approval from
the Public Housing Administration for the acquisition of additional area in that
location for such use. Because the construction contract for the project of
which this site is a part, was less than our Architect's estimate and the
Public Housing Administration's approved construction cost figure,the Public
Housing Administration has finally agreed to permit the Authority to acquire
additional land. Attached is a Site Diagram indicating the land which the
Authority proposes to purchase. It is set forth on the diagram as a shaded
area. The scattered sites lie immediately to the North thereof.
The owners of the property, Mr. and Mrs. Daniel Witt, Fee Owner, and Mr. and
Mrs. Less Stewart, Contract Vendee, have been contacted and have advised the
Authority that they would be willing to sell this property at its market value.
The Authority has, consequently, approved these two lots as shown in the shaded
portion of the attached Site Diagram as a low rent housing site to be developed
in connection with Site 12 in Minn. 1 -5. Find enclosed a copy of Authority
Resolution No. 63- 2/20 -2 making such approval. We would appreciate it if
your Honorable Body would consider site approval of this site in order that we
may have the property appraised and conclude negotiations of the purchase from
the owners.
