RESOLVED, upon the appeal of George L. Ostrand therefor, under the
Zoning Code, as owner of the subject premises abutting on the south line of
Iglehart Avenue between Lexington Parkway and Oxford Street in the City of
Saint Paul, constituting a pl6t in a single ownership intended therefor and
reserved for a single development purpose, more particularly described as
Lots 13, 12, and the west 20 feet of Lot 11, Block 2, A. B. Wilgus Addition
to the City of St. Paul, partially classified as "C" Residence District and
partially classified as "B" Residence District under said Zoning Code,? that
the general provisions of said Zoning Code hereby are determined and varied
to the extent necessary therefor and the "C" Residence District use hereby is
authorized to be extended to the entire plot hereinabove described, parti-
cularly for the accommodation of the use of the same for the construction
and maintenance thereon of an 11 -unit apartment building and a 12 -car
capacity special purpose off- street parking facility in conjunction with
said apartment building, subject to compliance, otherwise, with all applicable
State statutes and municipal ordinances; and that, pursuant to said appeal,
a special permit hereby is granted for the construction and maintenance
of said 11 -unit apartment building and for.the construction and maintenance
of said 12-car capacity special purpose off - street parking facility on said
premises, the latter to conform to the plans therefor hereby approved
and herewith filed.

Dear Madam:
This is in the matter of George Ostrand's 1) appeal to extend the "C" residence use to
the entire plot and to relax the required 8 foot setback for parking lots to four feet
and 2) application for a permit to install and operate a 12 car private off - street
parking lot in conjunction with a proposed 11 -unit apartment building on property located
on the south side of Iglehart Avenue between Lexington Parkway and Oxford Street which
is described as Lots 13, 12, and the west 20 feet of Lot 11, Block 2, A. B. Wilgus Addi-
tion. The westerly 76.35 feet of the frontage is classified "C" residence and the
easterly 23.65 feet is classified "B" residence.
The site is vacant and at the street grade of Iglehart Avenue and has a frontage of 100
feet on Iglehart Avenue and a depth of 111.5 feet, resulting in an area of 11,150 square
feet. Directly west and adjoining and fronting on Lexington Parkway is a two -story
building with a legal non - conforming coin - operated Laundry on the first floor and the
second floor use is residential; north and across Iglehart Avenue are single - family
residences; south and fronting on Lexington Avenue is a four -plex and a single- family
residence fronting on Marshall Avenue. Because the subject property carries two zoning
classifications, it is necessary to secure Council authorization to develop it as pro-
posed. Because of the use of the adjoining property to the west, it appears that the
required 8 foot setback for parking lots is unnecessary and the applicant is requesting
the Council to relax the requirement to 4 feet on the north property line of Lot 13.
Field investigation discloses no basic objection to either relaxation as it appears a
denial of the extension of use would constitute a hardship on the applicant, and said
relaxation would not be contrary to the purpose and intent of the Code. It is also felt
that the requested four foot buffer for the purpose of screening the parking lot would
serve the purpose adequately. The Traffic Engineer has approved the parking lot plan
which meets the standards for this type of facility. The required standards for density
and building ground coverage are met.
In consideration of the above factors, the Board of Zoning recommends 1) the granting of
the appeal to extend the "C" residence use to include the east 3.65 feet of Lot 12 and
the west 20 feet of Lot 11, 2) the granting of the appeal to relax the required 8 foot
setback for parking lots to four feet on the west property line of Lot 13 all in Block 2,
A. B. Wilgus Addition, and 3) the granting of the application for a 12 car private off -
street parking lot on the above described property in accordance with plans approved
February 21, 1963 and dated February 14, 963.

Also under Chapter 64.03 Design Standards Sec. 5, Paragraph D The
folloUri.ng requirements apparently apply to this parcel oil. land:
Trspecial Purpose off - street parking facilities which are open lots
havin a capacity of-cten or more vehicles shall not be located closer
than 8) feet to any adjacent property containing a structure the
ground floor of which is used for Residential purposes, or closer
than (8) feet to any adjacent property located in a Residence District
or Zone." The adjacent property West has a two story building,
the first floor is used as a coin operated.Laundry, but apparently
this is a non - conforming use on "Of? Residence lot.
Therefore I respectfully ask that t'he (&l foot side lot requirement
be relaxed to (4) to permit off - street parking along the 'Test side of
the Lot as recommended by the Traffic Safety Dept. rather than in the
rear of lot, which has only a 12 foot alley.
