for 3 new engines, 3 new manual clutches and 2 new transmissions for Cushman Trucksters,
also.to overhaul 3 1957 Cushman Trucksters for Phalen and Highland Golf Courses at a

total cost of approximately $895.00, without advertisement or competitive bids, pursuant j
to Section 291 of the Charter of the City of St.Paul, as an emergency exists where failure
to act promptly, would work hardship to the best interests of the City.
