'OMMISSIONE DATE
BE IT RESOLVED by the Council of the City of
Saint Paul that it'recommend that the Senate Foreign
Relations Committee should act favorably on the report
of its Special Sub - Committee recommending ratification
of the United Nations Genocide Convention.
BE IT FURTHER RESOLVED, that the Council being
aware of its responsibility to the citizens of Saint Paul
feels that the United States is avoiding its responsibility
to,the'citizens of the United States in having procrastinated
in ratifying the aforesaid Convention and that immediate
ratification is in order to show our sincerity in upholding
and supporting the application of the principles of our,
Co nstitution for the benefit of all the peoples of the
