Mayor and the Comptroller, to continue in effect the authority of Resolution of
the Council COP* No. 208882, subject to the terms, conditions and provisions of
said Resolution, to rent equipment requisitioned by the Commissioner of Public
Works for the operations indicated in the aforesaid Resolution for the additional
period of time to expire October 31, 1963, such rentals to be on the basis of
prices submitted to the Purchasing Agent by various renters of equipment and
accepted by the Purchasing Agent on behalf of the City without advertisement or
competitive bids pursuant to the provisions of the Charter of the City of
St. Paul.

WHEREAS, the Department of Public Works has been and presently is obligated to perform
with`Q:ts.own forces a great variety of work underlsuch general headings as new construction
of streets, alleys.* sewers, garbage and refuse collections, and related miscellaneous
activities, together with general maintenance and repair work of streets, sewers and bridges;
and also snow plowing and removal work; and
WHEREAS, the City of Saint Paul does not have sufficient equipment to carry on such
operations properly and efficiently without renting privately -owned equipment; and
WHEREAS, a large percentage of the work carried on by the Department of Public Works
is of an. emergency nature and such work requires immediate action in order to operate.to the
benefit of the public welfare; and

WHEREAS, it frequently happens in connection with the aforesaid departmental activities
that there exists insufficient time to permit calling for competitive bids*for the rental of
the necessary items of equipment and the retention of services of operators of such equipment;
and
WHEREAS,: the work to be done is,frequently of such a nature that it is impossible to
know or ascertain how long rented equipment and opgrators' services for such equipment may
be needed;
Now, Therefore# be it
RESOLVED, That the Council finds that circumstances presently exist where failure to
act promptly will work an injury to the City, and this Councils therefor, gives its consent
to and authorizes the Purchasing Agent of the City of Saint Paul, with the approval of the
