This is an emergency ordinance rendered necessary for the preserva- tion bf the public peace, health and safety. THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section •1. That Section 3 of Ordinance No. 10725, approved January 20, 1956, as amended, is hereby further amended by striking therefrom in its entirety said Section 3 and substituting in lieu thereof a new Section 3 to read as follows: Section 3. That said Village of Roseville shall neither suffer nor permit the installation, maintenance or operation of any sewer service connection between its said public sewer system and any parcel of real property situate outside its corporate limits unless and until exceptions to this provision are authorized by amendment of this ordinance and accepted by an ordinance of the said Village of Roseville. The following numbered exceptions to the foregoing provision are hereby permitted: I. Said Village of Roseville may permit the installation, maintenance and operation of a sewer service connection between its said public sewer system and the following tracts or parcels of real property lying beyond its corporate limits and situate in the Village of Arden Hills, County of Ramsey, State of Minnesota, to -wit: ­Tract 1. No permit shall be issued authorizing house sewer or other sewer connections in the Village of Roseville or in any of the areas described in the exceptions listed in this Section 3 except to a duly licensed sewer installer. Section 3 -2. That said Village of Roseville shall, by its governing body, enact and otherwise enforce proper ordinances ,as may be suggested by the—Council of the City-of Saint Paul - — - and conformable to law, for the regulation of the construction, use and maintenance of public sewers and house sewer connections thereto within said Village limits, and, whenever any house sewer connection to said Village public sewer system is proposed for industrial purposes or other purpose, which will be calculated to cause a discharge of an unusual amount or character of sewage into said Village public sewer syg _t"6j ..no permit therefor shall be granted unless and until the granting of the same shall be approved by resolution of the Council of the City of Saint Paul . Section 2. That the operative effect of this ordinance and its amendment of said prior Ordinance No. 10725, shall be contingent upon the acceptance of the same by said Village of Roseville notlater than sixty (60) days next after the passage and approval of this ordinance, such acceptance by said Village to be represented by its enactment of an ordinance formally accepting this ordinance and agreeing to abide by all of the provisions, terms and conditions of the same, and the filing of a certified copy of such Village ordinance with the City Clerk and with the City Comptroller of said City of Saint Paul. That the operative effect of this ordinance and its amendment of said prior Ordinance No. 10725 shall be contingent upon the acceptance of the same by said Village of Roseville not]ater than sixty (60) days next after the passage and approval of this ordinance, such acceptance by said Village to be represented by its enactment of an ordinance formally accepting this ordinance and agreeing to abide by all of the provisions, terms and conditions of the same, and the filing of a certified copy of such Village ordinance with the City Clerk and with the City Comptroller of said City of Saint Paul. Section 3. This ordinance is hereby declared to be an emergency ordinance rendered necessary for the preservation of the public peace, health and safety. Section 4. This ordinance shall take effect and be in force from and after its passage, approval and publication.
