RESOLVED, upon the appeal, under the Zoning Code, by
Arlo Udstuen, as owner of the subject real estate in the City of
Saint Paul, described as Lots 12, 13, 14, Block 3, Auditor's
Subdivision No. 7 St- Paul Minn, that the provisions of the Zoning
Code hereby are determined and varied as and to the extent necessary
therefor, and the building setback line in respect of said real
estate and the line at Forest Street on which the same abuts,
shall represent a line 24 feet distant therefrom and parallel to
said line of Forest Street; and that, pursuant to the application
of said Arlo Udstuen therefor, a permit hereby is granted for the
installation, maintenance, and operation on said premises of an
18 -car capacity private off - street parking facility in conjunction
with anl8 -unit apartment building proposed to be constructed on
said premises, all in accordance with plans approved July 18, 1963,
and filed herewith, and subject to compliance otherwise with all
applicable municipal ordinances, State statutes, and rules and
regulations of public authorities having cognizance.

Dear Madam:
This is in the matter of Arlo Udstuen's 1) appeal to establish a 24 foot
building line setback from Forest Street and 2) application for an 18 car
private off- street parking lot accessory to an 18 unit apartment building
to be constructed on property located on the east side of Forest Street
and the west side of Duchess Street extending between Sims Avenue and Wells
Street which is described as Lots 12, 13, 14, Block 3, Auditor's Sub. # 7.
This property was rezoned to IIC resi ence on December 22, 1962 as part of
a larger tract.
The property which is vacant has a frontage of 150 feet on Forest Street
and Duchess Street and extends to a depth of 132.2 feet between the two
streets resulting in an area of approximately 19,830 square feet. Because
of the double street frontage, the property would have a setback of 26 feet
from Duchess Street and a 33 foot setback from Forest Street as established
by the existing residences in the block. The surrounding area uses are
entirely single - family residences. Field investigation discloses no ob-
jection to the requested 24 foot setback from Forest Street as it appears
reasonable and in keeping with the purpose and intent of the Ordinance.
The Traffic Engineer has approved the plan which meets the standards for
this type of facility. The proposal meets the required standards for
density,and building ground coverage.
In consideration of the above factors, the Board of Zoning recommends the
granting of 1)•the appeal to establish a 24 foot setback from Forest Street,
and 2) the application for a permit for an 18 car off- street parking lot in
conjunction with a proposed 18 unit apartment building on the above described
property in accordance with plans approved July 18, 1963.
