two- family dwelling at 141 -143 York Ave., as more fully described
in the attached letter of the City Architect.

Gentlemen:
This office has made an investigation of the two family dwell-
ing at 141 -143 York Avenue, Saint Paul 17 on property described
as Lot 19, Block 3,, Edmund Rice's Third Addition to the City of
Saint Paul.
This building is a two story frame structure approximately 60
by 32 by 26 and was moved to this location in May., 1959 and has
not been maintained. The plumbing installation does not comply
with code requirements. The two bathrooms on the second floor
have lead waste lines and leak badly, ruining the kitchen ceil-
ings beneath. Fixtures are cracked. Hot water heaters and a
space heater were illegally installed. Cornice on roof edge
was damaged in moving and has not been repaired. Porches and
steps are dilapidated and the roof leaks at the chimney. Floors
have large cracks and g6neral condition is poor. The building
should be repaired substantially or wrecked and removed.
The last known record owner is Shirley N. Bailey, 318 Topping
Street, Saint Paul 17. Renters occupy the first and second
floors. Danger Notices have been posted.
Please institute condemnation action in accordance with Section
1.07 -2 of the Saint Paul Legislative Code.
