WHEREAS, The Commissioner of Finance has reported, in accor-
dance frith Section 53 of the City Charter, the existence of an
emergency during the period from August 1 through .August 15, 1963,
which rendered necessary the employment of certain employees of the
Department of Finance for more than eight hours per day or forty
hours per week-in doing the following works spreading assessments
and checking assessment spreads and preparing auditor's report,
and bringing transfer book records up to date; and _
WFZWAS, This emergency arose by reason of the following facts
and circumstances: two vacancies in the Bureau of Receipts and Dis-
bursements and a shortage of experienced assessment clerks;
THEREFORE, BE IT RESOLVED That the proper city officers are
hereby, authorized to,pay,the employees who performed such work in
accordance with the provisions of the Councilts salary ordinance,
Ordinance No. 6446.

RESOLVED, upon the appeal of North Emanuel Lutheran Church,
as owner of the subject real estate situate in the City of Saint
Paul and described as Lots 8, 9, Block 37, Auerbach & Hands Addition
to the City of St. Paul, which appeal was taken under the Zoning Code,
that the provisions of said Zoning Code hereby are determined and
varied as and to the extent necessary therefor and the off-street
parking facility setback line pertaining to said premises in respect
of the north line of 'same shall represent a line coincident with
said north line and that the off - street parking facility setback
line in respect of the line of Farrington Street upon which said
premises abut shall represent a 'line 3 feet distant from said
Farrington Street and parallel to said line of Farrington Street;
and that said North Emanuel Lutheran Church, pursuant to its
application therefor, hereby is. granted a permit for its installa-
tion, maintenance, and operation of a 26 -car capacity off - street
parking facility on said hereinabove described premises for use
in conjunction with its church located on the same premises, in
accordance with the approved plans therefor filed herewith, and
subject to compliance otherwise with all-applicable municipal
ordinances, State statutes, and rules and regulations of public

Dear Madam:
This is in the matter of the North Emanuel Lutheran Church's 1) appeal
to relax the required 8 foot setback for parking lots _adi�in,resi-
dential property to tiexo',feet along the north property- line,, appeal to
relax the required 7 foot setback_fizam rringt„ on S e_et. to tk� ep feet,,
and 2) application for a,,permit_to install -and operate a.26 car private
off - street parking lot in conjunctiob with the church on property located
at the northeast corner of Farrington Street and Hatch Avenue which is
described as Lots 8,-9, Block 37' Auerbach & Hand's Addition. The pro-
perty is zone-dB" residence.
The site, which is undeveloped and being used for off - street parking
purposes, has a frontage of 82 feet on Farrington Street and 132 feet
on Hatch Avenue resulting in an area of 10,824 square feet. The sur-
rounding area uses consist of single - family residences with the exception
of the adjoining church. With the exception of meeting the required set-
backs, the basic layout of the proposed parking lot plan is in accordance
with parking lot standards. The Traffic Engineer has approved the plan.
Field investigation discloses there is a definite need for off - street
parking in conjunction with the church.
The Board of Zoning considered this matter at their regular meeting on
July 18, 1963 and recommends the granting of the appeals as outlined
above, and the granting of the permit for a 26 car off-street parking
lot on the above described property in accordance with plans approved
July 18, 1963.

Below please find information in connection with appeal herewith made affecting
residentially zoned land relative to our proposed parking lot.

For a parking lot to provide parking facilities for church and educational building.
Purpose of the Appeal
To waive standards of 60.23, Paragraph 5, Sub - paragraph "D ", which required an
8 foot set back.
Need of Appeal
For the purpose of utilizing as much of the property as possible for parking lot
purposes. It is also felt that it would be easier to maintain the black -top at
this location than a lawn and shrubbery. We are also trying to provide as much
parking space as possible to conform with a proposed code of the city which will
call for one off - street parking space for every ten pew seats.

Two copies of the plot plan are enclosed. Am also enclosing a check in the amount
of $26.00 to cover the filing fee. We have secured letters from the land owners
surrounding the property stating that they have no objection to a parking lot in the area.
From the abutting property owner on the North of the proposed parking lot we are
procuring a letter stating that they have no objection to the relaxation of the 8 foot
set -back.
An early favorable ruling on this appeal will be greatly appreciated, as we are
extremely anxious to get started on this program as soon as possible.
