Proposed saniTary sewer rates will increase by 5%o and the Storm Sewer System Charge will increase by 10% for 2008. Tlus increase is necessary because MCES rates for 2008 aze increasing and because other costs aze increasing due to mandates and inflation, and the Utility needs to reduce its dependence on reserves. EffecUve Juniaty 1, 2008, the new basic MCES SAC rate will be $1,8�25. The MCES SAC rate to be paid by your Local Government to MCES is the rate in effect at the time of paytnent on the buildang or sewer connection permit regardless of when the permitting process began. In December, if you have permit applications near completion and are passing this increase through to applicants, you may want to explicifly notify them of the pending rate increase. Your community collects a local (or retail) SAC as users connect to the metropolitan wastewater system for the first time or as a user's potential sewage increases. The MCES (or wholesale) SAC is paid to the Council on the same basis. The SAC funds we collect pay for the reserve capacity (unused) portion of the capital costs of the metropolitan wastewater system as specified in Minn. Statutes section 473.517 (3).
