VEAS,( -the Health and Welfare and Insurance Committee
of the City of Saint Paul has, by letter to the Mayor and members
of the City Council, which letter is dated August 22, 1963, made
certain recommendations to the Council relative to the City's
group insurance program as is more fully set forth in said
letter; and
WHEREAS, the City Group Health and Welfare carriers have
indicated approval of the contract modifications suggested by
the Health and Welfare and Insurance Committee and have agreed
to incorporate such modifications in the contracts between such
carriers and the City of Saint Paul if such modifications are
authorized by the Council of the City of Saint Paul,
Now, Therefore, be it
RESOLVED, by the Council of the City of Saint Paul, that
the Corporation Counsel and the City's Insurance 'Consultant,
Charles H. Stevenson, hereby are directed to prepare amendments
to the City's Group Health and Welfare contracts by modifications
which provide for the following changes:
y T 1. That the anniversary date of each policy or contract
be amended so as to provide for a policy year which shall in
each instance conform to the calendar year and which will
facilitate budgeting practices of the City, since Health and
Welfare coverages will then correspond to the City's annual
budget.
2. That the City's group contracts be renewed through
the calendar year 1964.
3. That the Minnesota Hospital Service Association group
contract No. 5600 -2 -4 be amended to provide that
(a) the monthly premium for the contract year beginning
January 1, 1964, shall be $18.20 fQz_dependents of

each eligible covered employee; and
(b) in the event that the Council of the City of Saint
Paul approves Chapter 851, Laws of Minnesota for
1963, then, upon resolution of the Council of the
City of Saint Paul so providing, employees of the
City who retire from City employment so as to be
encompassed within the provisions of said Chapter
851, Laws of Minnesota for 1963, and eligible for
City -pay insurance premiums thereunder, shall be
covered under the City's group contract for benefits
similar to those presently provided under the 80/20
conversion contract for a City -pay monthly premium
of $12.00 for each eligible employee and $17.50
for each eligible employee and spouse, said monthly
premiums to be guaranteed until January 1, 1966.
4. That the St_. Paul Fire and Marine Insurance Company
group policy, Policy No. CEO -920, be amended to provide that
and
(a) the monthly premium for surgical and in- hospital
medical insur.ancer - for the policy year beginning
January 1, 1964, shall be $2.80 for dependents of
each eligible covered employee; and
(b) in the event that the Council of the City of Saint
Paul approves Chapter 851, Laws of Minnesota for
1963, then, upon resolution of the Council of the
City of Saint Paul so providing, employees of the
City who retire from City employment so as to be
encompassed within the provisions of said Chapter
851, Laws of Minnesota for 1963, and eligible for
City -pay insurance premiums thereunder, shall be
covered under the City's group policy for benefits
similar to those presently provided under the said
company's conversion policy for a City -pay monthly
premium of $2.00 for each eligible - employee only and
$5.25 for each eligible employee and spouse, said
monthly premiums to be guaranteed until January 1,
1966; and
(c) beginning January 1, 1964, there be substituted for
both the $100 and $200 Deductible Major Medical - Surgical
Expense insurance (presently optional coverage avail-
able on employee -pay basis through authorized payroll
deduction) coverage known as the $50.00 Deductible
Benefit Year Major Medical - Surgical Expense Insurance
with lifetime limit of $10,000, for a monthly premium
of $2.20 for each eligible employee only and $3.80 for
the.dependents of each eligible covered employee;

FURTHER RESOLVED, by the Council of the City of Saint Paul,
that the proper City officers are hereby authorized to pay,
beginning January 1, 1964, on behalf of each City employee
covered or who becomes eligible for coverage under the City -pay
provisions of the Health and Welfare Insurance Program of the
City of Saint Paul, in addition to the present City -pay coverage,
an amount of $2.20 per month per employee, such amounts to be
used in payment of major medical- surgical coverage; also, in
addition thereto, the proper City officers are authorized to
pay as City -pay coverage an amount of $7.00 per month per
City employee carrying dependents' coverage provided such City
employee subscribes to and authorizes payroll deductions of
the required premiums for all three of the following employee -pay
dependency coverages: (1) hospitalization, (2) surgical and
in- hospital medical, and (3) major medical - surgical coverage;

` FURTHER RESOLVED, that 'as°'to all City -pay coverages
heretofore or herein authorized, the proper City officers are
authorized to -levy and collect a tax for the purpose of providing
the necessary funds for payment of premiums or charges for such
City -pay coverages, and such sums so levied and appropriated,
as provided in M.S.A. Sec. 471.61, shall not be considered part
of the cost of government as defined in any statutory or charter
tax levy limitation; and be it
FINALLY RESOLVED, that the City Clerk is herebyi
instructed to deliver,-to the City's three health and welfare group
insurance carriers, copies of this Resolution.

Re: Recommended Amendments to and Renewal
of Group Insurance Policies and Contract
issued in connection with City of Saint
Paul Employees' Health and Welfare
Program
Gentlemen:
The City Council, on May 7, 1963 and July 12, 1963, re-
ferred to the Health and Welfare and Insurance Committee
letters from the group insurance carriers concerning
renewal of the following contract and policies, which
expire at midnight, February 28, 1964:
Minnesota Hospital Service Association.(Blue
Cross) Group Contract No. 5600 -2 -4;
The Minnesota Mutual Life Insurance Company
Group Policy No. 2881 G; and
St. Paul Fire and Marine Insurance Company
Group Policy No. CEO -920.
The committee has-carefully reviewed the existing coverages
and offers for Council consideration the following
recommendations:
1. that the anniversary date of each policy or contract
be amended so as to provide for a policy year which
shall in each instance conform to the calendar year
and which shall facilitate budgeting practices of
the City, since Health and Welfare coverages will
then correspond to the City's annual budget; and
2. that the Council authorize the proper City officers
to pay, beginning January 1, 1964, on behalf of each
eligible City employee covered or who becomes eligi-
ble for coverage under the City -pay provisions of the
Health and Welfare Insurance Program of the City of
Saint Paul, in addition to the present City -pay
coverage, an amount of $2.20 per month per employee,
such amounts to be used in payment of Major Medical -
Surgical coverage; and

3. that the Council authorize the proper City officers.to-
pay, beginning January 1, 1964, as City - pay - coverage, an
amount of $7.00 per month per'eligible City employee•carry-
ing dependents' coverage provided such City employee
subscribes to and authorizes payroll deductions of the
required premiums for all three of the employee -pay depen-
dency coverages -, viz.:_(a) hospitalization; (b) surgical
and in- hospital medical, and (c) major medical - surgical
coverage.
Regarding the recommendations set forth in paragraphs numbered
2 and 3 above, the action of the committee contemplates that
the coverages referred to therein shall apply to all eligible
City employees, including all eligible employees of the School
Department provided this be agreeable to-the School Department.
Mr. John Lackner, Assistant'Superintendent, in charge of Busi-
neBS Affairs, who represented the School Department at the
Health and Welfare and Insurance Committee meeting, told the
committee this matter had been discussed in the School Depart-
ment and that it is both agreeable to and desired by the School
Department. -
The committee, in addition, recommends that the City Council
authorize by resolution the renewal of the group contract and
policies with the current carriers for the calendar year 1964;
subject to the following amendments:
A, that the Minnesota Hospital Service Association group
contract be amended to provide that:
(1) the monthly premium for the contract year, beginning
January 1, 1964, shall be #18.20 for the dependent(s)
of each eligible covered employee; and
(2) beginning -July 1, 1964, employees of -the City who-re -
tire from City-employment Boas to be encompassed with-
in the provisions of Chapter 851, Laws of Minnesota for
1963, shall be covered under the group contract for
benefits similar to those presently provided under the
80/20 conversion contract for a City -pay monthly premium
of $12.00 for each eligible employee only and 017.50 for
each eligible employee and spouse,- said monthly premiums
to be guaranteed until January 1, 1966;
B. that the St. -Paul Fire and Marine Insurance Company group
policy be amended to provide that:

(1) the monthly premium for the surgical and in- hospital
medical insurance for the policy year,beginning
January 1, 1964, shall be $2.80 for the dependent(s)
of each eligible covered employee; and
(2) beginning July 1, 1964, employees of the City who re-
tire from City employment so as to be encompassed with-
in the provisions of Chapter 851, Laws of Minnesota for
1963, shall be covered under the group policy for bene-
fits similar to those provided under the said company's
conversion policy for a City -pay monthly premium of
#2.00 for each eligible employee only and $5.25 for
each eligible employee and spouse, said monthly
premiums to be guaranteed until January 1, 1966; and
(3) beginning January t1, 1964,-there,-be substituted for
both the $100 and #200 Deductible Major Medical- Surgical
Expense insurance (presently optional coverage available
on employee -pay basis through authorized payroll deduc-
tion) coverage known as the $50.00 Deductible Benefit
Year Major Medical - Surgical Expense Insurance with
lifetime limit of $10,000, for a monthly premium of
$2.20 for each eligible employee only and $3.80 for
the dependent(B) of each eligible covered employee.
