07-1047CouncIl File# 07-1047 Green Sheet # 3045832 RESOLIlTfON Presented by OF SAINT PAUL, MINNESOTA �� 1 WHEREAS, there is a vacancy for Chief of the Saint Paul Fire Department and the City requires the 2 vacancy to be filled; and 3 4 WHEREAS, Tim Butler has applied for the position of Chief of the Saint Paul Fire Deparhnent; and 6 WHEREAS, Butler has over 20 years of emergency response and management experience, 7 WI�EREAS, Butler has been at the forefront of emergency management in Saint Paul since 1990, when he was hired as the Saint Paul Fire Communications Chief, where he supervised Fire and EMS dispatch 10 operations for nine years; and 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 WHEREAS, when the City's Police and Fire communications centers merged in 1999, Butler was selected as the Emergency Communication Center Manager, a position he held for five yeazs, and in 2004, Butler took over responsibility of the city's emergency management and homeland security functions; and WHEREAS, in April, Mayor Coleman appointed Butler as the City's first Director of Emergency Management, where he made strides in building an enhanced infrastructure for emergency response and lead the City's response to the collapse of the I-35W bridge in Minneapolis and other emergencies in recent months, and in recognition of his leadership in the emergency response community, Butler was named the Metro area's emergency management Director of the Year at the annual conference of the Associarion of Minnesota Emergency Managers (AMEM); and WHEREAS, a retired member of the U.S. Coast Guard and Reserves, Butler has served in U.S. military contingency operations in Grenada, Europe, Iraqi Air Operations, and mobilization for the September 11, 2001 attacks and Operation Enduring Freedom, and he also served as a liaison officer for the U.S. military Crisis Action Team responding to the �ounding of the Exxon Valdez and as Chief of Staff for the U.S. Transportation Command's Crisis Action Team; and WHEREAS, the Saint Paul Fire Depariment has a long tradition of providing great service to our residents, and Butler has the dedication and talent to keep us moving into the 21 cenhuy by implementing the findings of the audit and new strategic plan for the department; and WHEREAS, pursuant to Saint Paul Administrative Code, Chapter 12, Personnel, Sections 12.12.1 to 12.12.3, which address the qualifications, examining committee, duties, procedures and appointment of a Fire Chief, the Mayor has appointed Tim Butler to the position of Chief of the Saint Paul Fire Department and the consent of the City Council is required for the appointment; D�'l� �� 38 i30W THEREFORE, BE IT RESOLVED, that the City Council consents to appoint Tim Butler as the 39 Chief of the Saint Paul Fire Deparhnent effective November 26, 2007.
