WHEREAS, The Commissioner of Parks and Recreation and public Buildings
has reported, in accordance with Section 53 of the City Charter,
the existence of an emergency during the period from August 1 to 15,
1963, which rendered necessary thel employment of certain employees
of the Department of Pal-ks and Recreation and Public Buildings for
more than eight hours per day or forty hours per week in doing the
follow' ng work
Supervision, operation, maintenance, care and protection
of public parks and playgrounds and of their facilities;
and equipment-repair for the Department of Public Works.
And irJFERF,AS, This emergency arose by reason of the following facts and
circumstances:
Seasonal requirements for protection of public property
and pursuit of departmental activities, such as: -Civic
- events and municipal sports and playground programs
required increased time and effort of an unforeseen but
temporary nature;•breakdown of equipment necOssitated
immediate repairs; spraying of trees best in early morn-
ing hours; heavy weekend patronage .of parks and park
refectories; Dutch elm disease emergency; storm damage to
boulevard trees required immediate attention; and house -
mover operating on Sunday had to have a tree trimmer with
him.
THEREFORE, BE IT RESOLVED,
