AN ORDINANCE AMENDING ORDINANCE NO. 123879 ENTITLED: "AN ORDINANCE GRANTING PERMISSION AND X&HORITY TO THE CITY OF WHITE BEAR LAKE TO CONNECT THE PUBLIC SANITARY SEWER SYSTEM OF THE CITY OF WHITE BEAR LAKE TO THE PUBLIC SEWER SYSTEM OF THE CITY OF SAINT . PAUL AND THEREAFTER MAINTAIN AND OPERATE THE SAME AS AN OUTLET FOR SAID PUBLIC SANITARY SEWER SYSTEM OF THE CITY OF WHITE BEAR LAKE FOR PUBLIC SEWAGE CONVEYANCE AND DISPOSAL PURPOSES AND PRO- VIDING APPLICABLE TERMS AND CONDITIONS. THIS IS AN EMERGENCY ORDINANCE RENDERED NECESSARY FOR THE PRESERVATION OF THE PUB- LIC PEACE, HEALTH-AND SAFETY." APPROVED JANUARY 18, 1963, AS AMENDED. THIS IS AN EMERGENCY ORDINANCE RENDERED NECESSARY FOR THE PRESERVATION OF THE PUBLIC PEACE, HEALTH, AND SAFETY. THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section 1. Section 3. This ordinance is hereby declared to be an emergency ordinance rendered necessary for the pres- ervation of the public peace, health and safety. Section 4. This ordinance shall take effect and be in force upon its passage, approval and publication. Vavoulis, Mayor and Members of the City Council City of Saint Paul Gentlemen: The Council has recently approved contract ordinances concerning mutual.ly satisfactory arrangements for sewer collection service to be extending by the City of Saint Paul to the Village of Mahtomedi and the Village of Landfall through the White Bear and the Maplewood systems respectively. The specific contract ordinances consisted of amendments to the existing White Bear and Maplewood contract ordinances enlarging the areas within which these municipalities may connect sanitary sewers. Chapter 95 of the Minnesota Extra Session Laws of 1961 requires approval of such additional areas to be sewered by the Board of Trustees of the Minneapolis -St. Paul Sanitary District. We are advised by the Executive Secretary of the Sanitary District that the purpose of the amendment was to assure that the Board would be apprised of increased loads, which the District would have to treat by virtue-of these addi- tional contracts. Since passage of the above - referenced amendment, the City has sought approval for new areas proposed to be connected and this was done in the case of Mendota Heights and White Bear. It was suggested that the City Clerk transmit the amendments providing for the additional connections to Landfall and Mahtomedi to the Sanitary District asking for their approval and concurrence.
