liminary order of the Council known as Council File No, 213211
approved June 7th. 19 63 relative to reconstructing the side -

walk on both sides of Cleveland Ave. from Roblyn Ave. to Carroll Ave, and
by doing all other work which is necessary and incidental to complete said
improvement.
