The neighborhood has requested that the Pazcel be conveyed to the City of Saint Paul s ("City") as park land. The property was surplus ROW acquired when I-94 was constructed. The IIRA had intended to develop it, but the soils were found W be unstable, making construction costs prohibirive. The neighborhood has since requested that the pazcel be acquired by the City for pazk land and incorporated into Mounds Pazk. Pazks and Itecreation has agreed with the request and has identified funding for the purchase. AdvanWges MApproved: The pazcel will become pennanent city pazk land for the enjoyment of ci6zens and visitors to Mounds Parks. That the proposal to sell Disposition Pazcel Northeast corner of Mounds Boulevazd and Plum Street (Parcel) in the Dayton's Bluff District 4 area conforms to the objectives and specific requirements of the City Wide Comprehensive Plan, which includes said Dayton's Bluff District Plan, legally described as: Lots 12, 13, 14 and 15, Thompson's Subdivision of Block 58, Lyman Dayton's Addition to the City of St. Paul 2. That the method of disposition of said Pazcel is in accordance with the City Wide Redevelopment Plan, which includes said Dayton's Bluff Distdct 4 area, and is the appropriate method of making said Pazcel available for redevelopment. 3. That the sum of FORTY THOUSAND AND No/100 DOLLARS ($40,000.001 for said Parcel is satisfactory for transfer of property to the City of Saint Paul for pazkland use and reflects the purchase priced paid by the HRA for use in accordance with and subject to the restrictions of the City Wide Redevelopment Plan. 4. That said Purchase Price will repay funds used from the HRA's Aomeownership Development Program to be reallocated for other activiUes. 5. That the execuuon and delivery of a Deed of Conveyance of Disposition Parcel Northeast comer 44 of Mounds Boulevard and Plum Street to the Ciry of Saint Paul is in accordance with said 45 Purchase Price, and is hereby authorized by the Boazd of Commissioners, to be executed on its 46 behalf by the Chairperson or his or her designated Commissioner of the HRA.
