Dear Madam:'
This is in 'the matter of the petition of.the Property Development and
Research Company to rezone from "A" to 'ICI' residence property located at
the northeast corner of Jefferson Avenue and Lexington Parkway. The legal
description;`is a miscellaneous one, a copy of which is attached.
On May 31, 063, the Commissioner of Finance reported the petition sufficient
with the owners of 8 of a possible 12 ( 66 2/3 %) tracts of land within the
prescribed 100 foot radius having signed the petition. There have been four I
previous attempts to reclassify this property. The first attempt in 1940
asked for a commercial classification, the other three attempts were for "C" I
residence classification. All of these petitions were withdrawn prior to
Council action. It is proposed to develop the site with a 52 unit 2J story
apartment development and definite plans and a model of the'proposal has
been submitted. This is an irregularly shaped tract of land of a rolling
terrain having a frontage of 326 feet on the east side of Lexington Parkway,
and 356 feet on the north side of Jefferson Avenue and an area of approximately
75,000 square feet. Approximately 17,000 square feet of this site will result
in slope caused by the proposed Short Line roadway adjoining to the north
leaving a usuable area of 58,000 square feet.

North and adjoining is the proposed roadway and railroad right -of -way; east
and adjoining,is the proposed roadway; south and across Jefferson Avenue is
vacant land and one single- family residence which fronts on Lexington Parkway;
diagonally across the intersection of Lexington Parkway and Jefferson Avenue
are single - family residences which front on both streets; west and across
Lexington Parkway is the Park Nursery property. Field investigation discloses
that tbe' proposal as submitted would be desirable taking into consideration the
proposed roadway and existing railroad tracts adjacent to the north and east.
Because of the topograpby, the petitioner proposes to establish the parking
facility at an elevation approximately 8 feet below the intersection of Jeffer-
son Avenue and Lexington Parkway so it will not be seen from the street inter-
section.
The Board of Zoning considered this matter at their regular meeting on June 20,
1963, and after.';careful consideration based on the topography of the site,
the proposed roadway and the existing railroad and on the proposal submitted,
recommends the granting of the petition to rezone the above described property
to a I`C'I residence district.
