This is in the matter of the appeal of Mr. & Mrs. George Turcotte to
establish a 19 foot building line setback from Thomas Avenue on pro-
perty located on the south side of Thomas Avenue between Aldine and
Fry Streets which is described as Lot 6, Block 1, Geo. J.Anderson's
Midway Addition. The property is zoned "B" residence.
The subject property is developed with a single - family residence which
was constructed in 1905 and which has a porch across the front. It is
proposed to reconstruct said porch by increasing its depth from six to
eight feet which would decrease the setback from its present 21 feetto
19 feet. The setback in this block is 25 feet and it is necessary to
secure Council approval to reduce it to 19 feet. There are 17 residences
in this block having setbacks which vary from 4J feet to 39 feet. The
subject property has a frontage of 37.97 feet on Thomas Avenue with a
depth of 123:35 feet, resulting in an area of 4,684 square feet. All
of the surro'undi'ng land uses are single and two - family residences.
Field investigation discloses no basic objection to this request as it
does not appear the additional two feet requested would have a detri-
mental effect on the adjoining properties. Field investigation further
discloses that the residence immediately adjoining to the west is set
back 22J feet, and the second and third structures to the west are set
back at a distance of 18 feet. The residence immediately adjoining to
the east is set back 28 feet.
In consideration of the above factors,

We, Mr. and Mrs, "George E. Turcotte, being the owners of, and residing at 1660
Thomas Ave. (George J'Andersons Midway Addition, lot 6, block 1) ctfully request
that the minimum front building line set -back be established at 9.50 from the
sidewalk in accordance with the St. Paul'city zoning code.
Our dwelling at present has a 21 ft, front building line set -back. This lot
was platted and the present dwelling constructed prior to the year 1900.
As with many of the homes constructed before the turn of the century; it has
a narrow (approx. 6 ft. wide) front porch running the width•of the house. The roof
height (sofit to ground) is 11 ft. A previous owner enclosed the porch with green-
house glass sections.'The porch is badly in need -of major repairs. It is an inherently
ugly structure, a discredit to any better residential area. Due to the northern
exposure and being glass enclosed it is to cold in the winter and to hot in the
summer to serve any yseful function. It is, in appearence just about the least
attractive of all in our block.
We would like to' remove the offensive porch and replace it with a more modern
structure. A structure, which we hope, will add charm and beauty to our - dwelling
and to the neighborhood. The plans for the replacement are complete. However these
plans call for a room size 72 ft. wide'and 13 ft. long. With the present front
building line set- back'of 21 ft., the best we could get would be a room 6 ft. wide
which would be somewhat inefficient and awkward. We consider 72 ft. as a minimum
useful room width. If possible, we would like to carry these plans to completion
this summer.
