WHEREAS, City Architect, has requested the
City Council to hold a public hearing to consider any
complaints about the expense incurred by the City of
Saint Paul in remoAing a dangerous structure at 1032
Sims Avenue, more particularly described ass a two -story
frame single family dwelling, Lot 12, Block 73, Dawson's
Earl St. Addition to St Paul Minn.; and
WHEREAS, it appears that the last known record
ownersof the property are Francis E. Young and Betty Ann
Young, 1164 East Seventh Street, Saint Paul 6, Minnesota,
therefore be it
RESOLVED, that the City Council of the City of
Saint Paul hold a public hearing in the Council Chamber
at 10 o'clock A.M. on the 22nd day of August, 1963, to
consider any complaints about the expense incurred by the
City of Saint Paul and to confirm the amount thereof; be
it
FURTHER RESOLVED, that the City Architect notify
by mail the record owners of the property in question at
the last known address.

with the wrecking and removal of a condemned structure at 1032 Sims Ave.,
in the amount of $750.69, as more fully described in the attached letter
of the City Architect.

Gentlemen:
A statement of expense has been filed with the City Clerk on this
date for the purpose of creating a lien on the property known as
103.2 Sims Avenue,_described as a two -story frame single family
dwelling, Lot 12, Block 73, Dawson's Earl Street Addition.
This property is owned by Francis E. and Betty Ann Young, 1164
E. Seventh Street; Saint Paul 6, Minnesota..
In this matter, the following resolutions were adopted by the City
Council:
C.F. 210198, ado ted by the Council December 4, 1962 (published
December 8, 1962; set a public hearing at 10:00 A.M., December
27, 1962.
C.F. 210573, adopted by the Council December 28, 1962 (published
January 1, 1963), ordered the wrecking by and at the separate cost
and expense of the owner, occupant, or other person in control
thereof.
C.F. 210958, ado ted by the Council January 24, 1963 (published
January 26, 1963 ; directed the Commissioner of Parks and Recrea-
tion and Public Buildings to enter the premises and wreck and re-
move the dwelling thereon, and do any and all things therein neces-
sary for the protection of life, limb, and adjoining property.
C.F. 211628, adopted by the Council March 13, 1963 (published March
16, 1963), approved the award of the contract for wrecking to Patsy
Wrecking Company for the sum of $695.00 in accordance with speci-
fications and Informal Bid No. 5022.
C.F. 213349, adopted by the Council June 18, 1963 (published June
22, 1963), provided that the wrecking expense of $695.00 and expense

of the Department of Parks and Recreation and Public Buildings in
connection with the condemnation in the amount of $55.69, making
a total of $750.69, be paid out of Wrecking Condemned Buildings,
account of General Fund, 31 G 22, and, in the event said sum proves
collectible from the owner, same is to be credited to 31 G 22.
The building has how been satisfactorily wrecked and a registered
bill mailed to the owners.
We are requesting that you hold a public hearing with ten days'
notice to consider any complaints about the expenses incurred and
to confirm the amount. The Council resolution confirming the
expense should end with a directive to the City Clerk to file a
statement of expense for the purpose of securing a lien on the
property.

as 1032 Sims Avenue, described as Lot 12, Block 73; Dawson',s Earl
Street Addition: The owners of the property are Francis E and
Betty Ann Young- 11644 East 'Seventh Street, Saint Paul 6.
The expense was'Ancurred by reason of the wrecking and removal of
the dangerous two story frame dwelling therefrom. Following is an
itemized statement of the expenses as per Registered Bill No. 4-
2210, dated June 11,1963, copy attached.
