This is in the matter of the application of the J & S Building Company
for a permit to erect and operate a 22 car off -street parking lot acces-
sory to a proposed 22 unit apartment building to be constructed on pro-
perty located at the northwest corner of Sidney Street and'Oakdale Ave-
nue which is described as Lot 1 thru 5 inclusive, Block 5, West St. Paul
Real Estate and Improvement Syndicate Addition # 1. This property was
rezoned to "C" residence on November 4, 1961.
The site is vacant and has a frontage of 195 feet on Oakdale Avenue and
121.74 feet on Sidney Street resulting in an area of approximately 22,170
square feet. The;adjoining and surrounding area uses are entirely single
and two - family residences except for one small non - conforming grocery
store diagonally across the intersection of Sidney Street and Oakdale
Avenue.
Field investigation discloses that the parking facility can be constructed
as indicated on the applicant's plan which meets the standards for this
type of facility. �t The Traffic Engineer has reviewed the plan and recom-
mends approval. the proposal meets the standards for building ground cover-
age and density.- '
In consideration of the above factors, the Board of Zoning recommends the
granting of the application for a 22 car off -street parking facility on the
above described property in accordance with plans approved June 6, 1963.
