Council City of Saint Paul Gentlemen: Inspections have been made over a period of two years of the one story frame, single family dwelling on Lot 20, Block 18, Mackubin 8 Marshall's Addition to Saint Paul,, known as 423 Carroll Avenue, Saint Paul 3, Minnesota. This dwellinglis 50 by 22 by 12, and has been vacant for sev- eral years. It is partially boarded up. It has been posted by the Health Bureau as unfit for human habitation. It is gen- erally run down and past reasonable repair. It should be wrecked and removed. The last known record owners are Ernest C. and Thelma Collins, 423 Carroll Avenue, Saint Paul 3.
