07-1018Council File # RESOLUTION Green Sheet # CITY OF SAINT PAUL, NIINNESOTA Presented By Referred To / / : � �� Committee: Date WHEREAS, in 2007 the assessment rate for street paving, including curb and gutter in connection with the Residenrial Street Vitaliry Program (RSVP) was $32.54 per assessable foot; and WHEREAS, in 2007 the assessment rate for the modified lantem style lighting was $5.75 per assessable foot, and the alternative bent straw lighting was $3.61 per assessable foot; and WHEREAS, new Watershed requirements have increased construction costs; and WHEREAS, it has been a City policy to assess approximately 25% of the construction costs; and WHEREAS, in recent yeazs actual assessments collected aze approaching 20% of the construcrion costs; and WHEREAS, bond financing regulations require a minimum of 20% be assessed to benefiting property owners; and WHEREAS, a 10% rate increase wiIl bring assessment collections to approximately 21.24% of the construcrion costs; now therefore be it RESOLVED, that in order for the assessment to reflect the increased conshuction costs and benefit to the property owners, the assessment rate for street paving in connection with RSVP is increased 10.0% from $32.54 to $35.79 per assessable foot for all such RSVP projects approved by Final Order after October 1, 2007, to be constructed in 2008; and BE IT FURTHER RESOLVED, that the assessment rate for the modified lantern style lighring is increased 10.0% from $5.75 to $633 per assessable foot, and the alternative bent straw lighting increased 10.0% from $3.61 to $3.97 per assessable foot for all such RSVP projects approved by Final Order after October 1, 2007, to be constructed in 2008. Yes No F�cplain all yes answers on separate sheet and �ttach to green sheet Initiating Problem, Issues, Opportunity (Who, What, When, Where, Why): In 1990, the City Council adopted a resolution calling for the assessments for CSSP projects to be adjusted each yeaz according to the previous yeaz's change in Minneapolis-Saint Paul Urban Consumer Price Index (90-1459). In 1995, the City Council adopted a similaz resolurion for the Residential Street Paving Program (95-1127). We are proposing to increase assessment rates for 2008 by 10.0% for street paving and lighting. It has been a City policy to assess approximately 25% of the construc6on costs, we aze very neaz 20%. The Minneapolis-Saint Paul Consumer Price Index has not kept up with inflation in the Construcrion Industry. Bonding requires that a minimum of 20% must be assessed to the benefitting properties. New Watershed requirements will increase constaucrion costs. Advantages If Approved: - � RSVP Projects can move forwazd.
